- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a noncompetitive basis to Applied Biosystems, LLC, North American division, 850 Lincoln Centre Drive, Foster City, CA 94404, for the acquisition of quantity one (1) Ion Proton(TM) System with quantity one (1) Ion OneTouch(TM) 2.0 System. The Laboratory of Genetics at NIA, at the NIH Biomedical Research Center, has a requirement to obtain updated sequencing technology of DNA samples; specifically to yield up to 150Gb of DNA sequence in one day, while sequencing transcriptomes, exomes, microRNSs genome-wide chromatin immunoprecipitation products and whole genomes of human and model organism DNA and RNA samples. Obtaining updated technology will permit expansion of the current yield of DNA sequencing results. Applied Biosystems LLC, is the sole manufacturer of the Ion Proton(TM) System and Ion OneTouch(TM) 2.0 System. The Ion Proton System uses a unique technology, detecting nucleotide sequence via the pH change that occurs during incorporation of nucleotides by the DNA polymerase enzyme. The change in current of the pH signature is analyzed by sensor chips using technology that permits scale-up reaching 33 Gb of sequence yield, which can also include multiple samples in a single run with barcode identification. The Ion OneTouch 2.0 is a benchtop system that simplifies the workflow of the Ion Proton sequencer and enables reproducible template preparation in approximately 5 hours, streamlining the overall Ion sequencing workflow, productivity, and amount of time used. This gives the added advantage that cost per sample of DNA sequencing will drop. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
