Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Becton, Dickinson Company (BD Biosciences), Franklin Lakes, NJ 07417 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each Part #650110 FACSAria Special Order System. System will consist of 488nm, 640nm, 561nm and 405nm lasers with 15 parameters: Forward Scatter, Side Scatter, 2 fluorescent detectors off 488nm laser (100mw) plus side scatter, 3 fluorescent detectors off 640nm laser (100mw), 5 fluorescent detectors off the 561nm laser (100mw) and 3 fluorescent detectors off the 405nm laser (100mw); Laser control software to allow for adjustment of power settings for the following Coherent lasers in the system (Blue,Red, Yellow-Green, Violet) as well as monitoring key performance parameters of the Coherent lasers; Fluidics cart which includes sheath, waste, and cleaning containers; 70-, 85-, and 100- micron nozzle tips; Two-and four-way sorting into microtubes, 12x75mm and 15ml tubes; Sample injection chamber for various input tubes, including microtubes, 12x75mm and 15ml tubes and includes sample agitation and temperature control; Optical filters to detect the following fluorophores: Blue laser, Red Laser, Yellow-Green Laser, and Violet Laser; HP z210 Workstation, 2 - NEC 19' LCD Monitors; Aerosol Management; Temperature Control Option; Custom Instrument and Computer Table; Training Sessions; Twelve-month warranty; and all shipping/handling. The system requires the following unique capabilities: The FACSAria II flow cytometry is a digital high-speed cell sorter that will add to our sorting capacity to the Flow Cytometry Center and will be used as a flow cytometric analyzer to reduce the burden on our other instruments. The system we are requesting should require no user optical alignment, laser alignment, or laser focus that offers Accudrop technology. The system needs to have a gel-coupled cuvette that can collect 4 times as much excitation light compared to stream-in-air systems, thus improving the sensitivity on signal detection. The system must also have octagon- and trigon-shaped collection optics that is fiber coupled from the collection lens to increase the quality and quantity of the fluorescent signals. The system should have digital technology, the ability to threshold on multiple parameters, and the ability to ratio any signal from any laser. The system must be self-regulating during sorting, with the ability to shut down the sample flow, sheath flow, and cover the sorted materials in the presence of gross shifts in the sorting parameters. Additionally, the system needs to utilize DIVA acquisition and analysis software to be compatible with our other instruments. This also will allow us to use the automated quality control software (CS&T) package that permits automated tracking for instrument performance; monitors signal to noise ratio; and allow feedback on laser performance. Finally, the system must have wizard software for automated pre-sort sterilization capabilities. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Becton, Dickinson and Company (BD Biosciences). The NAICS Code/Size is 334516/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
