Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Rigaku Americas Corporation, The Woodlands, TX 77381 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for a Rigaku Saturn 944 HG Digital CCD Camera Systems consisting of one (1) each of the following components: AFC11 Partial-x, 4-axis goniometer, Hampton arcless goniometer head, Video system (color) for crystal viewing, VariMax-HF Confocal Optical System, PIN diode for alignment, CSCOBRA - non-liquid Cryostream Temperature range of 80-400K without liquid nitrogen, plate to mount stand to tabletop, Control computer for CCD, HKL-3000R crystallographic data collection, data reduction, phasing, and model building package and applications training at customer site. Pricing includes a credit for trade-in of Rigaku R-AXIS IV (S/N VD2560N) and VariMax-HR (S/N 1191). The system includes the following unique requirements: 1) Total system responsibility. Only Rigaku can provide end-to-end coverage of all components to guarantee successful integration and X-ray safety. Rigaku is the only source that can provide full integration from X-ray production to data processing without custom engineering or modifications that might sacrifice system performance or radiation safety; 2) Existing equipment and equipment listed in this purchase must be covered by a single service contract for speed in troubleshooting, service and parts compatibility. This also can help reduce operational costs; 3) Detector must be a CCD camera system with an active imaging area of at least 94mm x 94mm with 2084x2084 and 24u2 pixels; 4) Camera must have readout times of 0.74 seconds for 1x1 binning and 0.4 seconds for 2x2 binning or faster. Camera must have a dynamic range of at least 12,400:1 per pixel and utilize at least an 18-bit analog-to-digital converter; 5) Camera dark current must not be greater than 3.4E-7 (photons/s/µm2); 6) Goniometer must be a partial- 4-axis goniometer capable of collecting data up to 0.84 Å resolution, and obtaining detector distances of 40 to 300mm; 7) Goniometer must be capable of performing 180° sweeps in , 0-60° movement in , 360° movement in phi and capable of 2 offsets between -5 and 110°; 8) Mirrors must be manufacturer supported to integrate with the X-ray shutter of the 007HF generator operated at NIEHS. Mirrors must have an optical divergence range of 0-4.8 mR (with no greater divergence than 4.8 mR) without affecting the focal spot or the beam profile; 9) Mirrors must be able to be integrated with the Arc)Sec configuration to allow for 30% increase in brilliance and 10% smaller beam size when compared to standard VariMax HF optics; and 10) Manufacturer must guarantee that using the new X-ray data collection system with the existing 007HF X-ray generator we will be able to collect a lysozyme crystal data set with 4-fold redundancy to 2.0 Å with a mean R-merge (on intensity) of 4.5% or lower. This must be done without intervention by a second party or any modification of the existing generator that would void its service agreement. This also must be done without compromising the characteristics of the X-ray beam to the existing Saturn 92 detector. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Rigaku Americas Corporation. The NAICS Code/Size is 334516/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
