- NASA, Kennedy Space Center, Procurement Office is currently conducting market research for potential sources to supply Gaseous Nitrogen (GN2) to the Kennedy Space Center/Cape Canaveral Air Force Station (KSC/CCAFS) GN2 pipeline system to support space launch operations. GN2 provided into the KSC/CCAFS pipeline shall meet specification MIL-PRF-27401E, Type I (gaseous), Grade B. Nominal daily flowrates vary from 600 scfm to 1000 scfm continuous flow at a minimum 4100 psig pressure. Launch support high-flow-rates vary from a minimum of 2500 scfm up to 19,000 scfm for up to 16 hours or 14,000 scfm for up to 24 hours, all at 5500 psig minimum pressure. Currently, Air Liquide has a production plant immediately outside the Kennedy Space Center. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. There exists an extensive network of NASA owned underground pipeline (~25 miles), eight meter stations, eight major valve stations, telemetry system at each meter station, cathodic protection systems, and other appurtenances which shall be operated and maintained. A nine-mile long gaseous helium pipeline from the CX39/CCF area to CX37 helium meter station is also included since the helium pipeline makes use of the GN2 telemetry system and has a similar cathodic protection system. Operation and maintenance of these launch critical systems is required to support the basic function of providing GN2 to KSC/CCAFS. NASA anticipates awarding a Firm-Fixed Price with Economic Price Adjustment contract for a two (2) year base period with four two-year option periods for an anticipated total of ten (10) years. This new requirement has a target date to begin performance on October 1, 2012. Current NASA usage is approximately 47,000 MCF per month. This amount should remain relatively consistent through 2020. Potential sources that have knowledge, experience, technical expertise, and/or capabilities to supply GN2 to the KSC/CCAFS GN2 pipeline system are requested to submit a statement of interest, capability, past performance, and proposed technical approach to meeting the Government's requirements. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. However, respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
