- THIS IS A NEW REQUEST FOR INFORMATION (RFI) ONLY AND THERE IS NO SOLICITATION AVAILABLE. The U.S. Patent and Trademark Office (USPTO) is conducting market research to identify qualified SMALL BUSINESS sources that can provide evidence that they can meet the following requirements: Armed security guard services for Level IV standard federal government facilities and security force protection operations which are the main standards developed and implemented by the U.S. Department of Justice, U.S. Marshals Service, and the Interagency Security Committee and Security Standards for Federal Buildings for protecting federal buildings in the United States and are widely used by U.S. Federal agencies and those in high risk areas such as the Washington, DC National Capitol area. Companies must demonstrate experience with Security Force Protection Operations for federal government employees, properties and assets exposed to high risk and possible terrorist operations and attacks such as those realistically possible in the Washington DC National Capitol region. Security services required include providing stationary and roving armed security guard and command monitoring services for the following: 12,000+ employees and contractors housed on-site in Alexandria, VA currently consisting of six, 11-floor buildings, two multi-level parking garages, and two, 3-5 floor townhouse units (campus buildings totaling approximately 2.5 million square feet); as well as on-site in Arlington, VA currently consisting of one 9-floor building; and 55,000+ annual visitors to the USPTO campus facilities. Security services required also include outer perimeter patrol of campus in both Alexandria and Arlington locations as well as security for USPTO personnel located on single/multiple floors of buildings near USPTO campus facilities; monitoring and providing security services for USPTO off-site, satellite buildings (one currently located in Detroit, MI); and monitoring and providing security services at future regional USPTO sites located in other states (currently anticipated in or around Dallas, TX; Denver, CO; and Silicon Valley, CA). Security guards must possess, at a minimum, the following qualifications/training: Department of Homeland Security (DHS), Department of Criminal Justice System (DCJS), and First Aid with Automated External Defibrillator (AED), and interested small business vendors must demonstrate evidence that the minimum qualifications/training will be accomplished. Interested SMALL BUSINESS vendors who can provide services SIMILAR IN SIZE AND SCOPE to the above-stated requirements should submit all of the following information in response to this RFI: (1) Company name, (2) Type of small business concern (e.g. hub zone, 8(a), woman-owned, etc.), (3) Company address, (4), Company Website (5) Point of Contact information (Name/Phone number/Email address); (6) Company DUNS number, (7) Company capability statement to include a list of past or current Government contracts that can demonstrate the ability to meet the above requirements (Similar in Size and Scope) including agency name & address of the past or current Government contract agency, Government agency address, contract number, description/details of services provided including guard force qualifications/training requirements, and if contract is subject to a Collective Bargaining Agreement (CBA); and each contract's current Contracting Officer and COTR/COR point-of-contact information (name, phone number, fax number and email address). Submissions regarding this RFI shall include RFI No. DOCSS1200555, shall not exceed 10 pages, and must be submitted via email to Becky.Morehart@uspto.gov by August 20, 2012, 6:00 PM EST. Any inquiries regarding this RFI must be submitted via email. THERE IS NO SOLICITATION AT THIS TIME. Responses to this RFI No. DOCSS1200555 will be treated as information only and will be considered as part of the Government's market research efforts. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is strictly voluntary and shall be provided at no cost to the Government.
