- Notice Type: Special Notice Synopsis: This is a notice of intent to award a sole source Firm-Fixed-Price Contract. The US Army Contracting Command, ACC-APG intends to award, on a sole source basis to COBHAM Technical Services Cleeve Road, Leatherhead, Surrey, KT22 75A, England., a forty-eight-month Firm Fixed Price Contract. Under the proposed action, the contractor shall focus on the development, testing, and evaluation of hardware and software product improvements modules for the Minehound VMR3 dual-sensor handheld mine detector (MINEMOUND) in order to improve its current capabilities in support of Humanitarian Demining (HD) requirements. It has been determined that COBHAM is the only One Responsible Source and no other suppliers or services will satisfy Agency requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All requests for information must be made in writing or e-mail to Deirdre Hughes, Contract Specialist, at deirdre.l.hughes.civ@mail.mil. The subject of the mail message shall be: W909MY-12-R-E007, Your Company's Name. No telephonic inquiries or requests will be honored.
