Description
Notice of Intent to Sole Source Award The Colorado Army National Guard intends to negotiate on a sole source basis with Super-Flow Technologies Group, 4060 Dixon Street, Des Moines, IA 50313, for our software maintenance and upgrades. Super-Flow Technologies Group will be doing maintenance, upgrades, and personnel training on the Windyn Data Acquisition System (part number 56-IP-063). Unit is required to dynometer different transmission types to ensure quality performance before installation into many different military vehicles. The current control panel to run the TransDyne Model EDECT 2000 is no longer available or supported by any company, so if the software or station are damaged or become inoperable the dynometer becomes obsolete and useless. The upgrade can only be performed and installed by Superflow Technologies Group which is the proprietary company on the current software, hardware, and control station. And on the propsed upgrade. The REVISED J&A attached provides additional details. The Government is not aware of any other provider of this current software, hardware, and control station. In accordance with the criteria of the Federal Acquisition Regulations subpart FAR 6.302-1 (a)(2) (iii)(A), " Only one responsible source and no other supplies or services will satisfy agency requirements". Interested parties that feel they can provide this item may respond by submitting their capability statement by email to Adrienne Rochat by 12:00 noon on August 16th, 2012. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION FOR OFFERS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If no responses are received the Colorado Army National Guard will proceed with sole source negotiations. Telephone calls regarding this matter will not be accepted, nor will they be returned.
