Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Pennsylvania Army National Guard is soliciting on a BN or Equal basis per FAR 52.211-6. NAICS Code 423120 with a size standard of 500 applies to this request. Solicitation number W912KC-12-T-0035 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect. This acquisition is a total small business set-aside. The contractor shall provide a quote for the following: QTY 1 Integrated Test Stand for the testing of alternators, generators, regulators and starter. Salient characteristics to be considered as a brand name or equivalent per FAR 52.211-6 ARE: 1.Must have a warranty period of at least one-year from date of purchase 2.Must be able to test separate starter and generator units simultaneously (two operator capability) 3.Variable speed motor capable of 50 horsepower minimum 4.Controlled motor output speed of a minimum of 1,200-18,000 RPM 5.Must be capable of testing alternators & generators up to 1000 ampere rating at 28 VDC with operator controlled (or programmable) loading 6.Pressurized, cooled, and filtered oil supply system for the variable motor 7.Capable of testing and cooling oil-cooled generators with a method of setting and monitoring oil temperature of the unit being tested 8.Capable of testing serpentine and v-belt alternators and generators 9.Capable of testing spline-driven generators 10.Vise mount for alternator, generator, and starter mounting to test stand 11.Must have a tensioning system to apply the correct belt tension to the unit being tested 12.Starter test stand side must be capable of measuring starter RPM, voltage, and current draw 13.Must be capable of verifying by sensor the extension of the starter drive 14.Must have a variable DC power supply to the starter from 6-24 volts 15.Must be capable of providing 200 amperes to the starter during testing 16.Must have separate controls for starter solenoid and starter motor 17.Must contain touch-screens or similar controls for inputting and monitoring data 18.Capable of simultaneously testing both sides of dual-voltage (14 VDC and 28 VDC) alternators and generators 19.Test stand must be air-cooled and must not require compressed air to operate 20.Weight of test stand must not exceed 6,000 pounds 21.Overall dimensions must not exceed 120" X 60" X 80" 22.Must be capable of testing a wide variety of commercial and heavy-duty starters, alternators, regulators, and generators - the ideal test stand will have been designed for this purpose and can test the following models as a representative sample: a.Starter models: Delco (1113516, 1113250, 1109775, 1113847), GM (10479611), Leece-Neville (M001-7264MD), Prestolite (M0017414MA-MD, MHP6102T, MES6401AUT, 10648J, MFY-6701UT ) b.Alternator/generator models: Allied-Bendix (30B95-9A, 30B95-77, 30B95-3, 12361436), Delco (1105500, 1117248), Leece-Neville (2184A, A0012260AB, A0012266AA, A0013002AC, A0014629JA), Minowitz (11642898), Niehoff ( S340, S381, N1206, N1211-2, N1225-1, N1228-1, N1350-1, N1501-1, N1505-1, N1609-2), Prestolite ( A0014630JA, AQ0014806JB, A0012511A, A0012264AA) c.Regulator models: 24B0-3-B, 24B30-8, 1300, 14072341, R0015073RC, R027095300, N3012, N3019, N3030, N3106, N3108, N3117, N3118, N3240 The government will inspect before acceptance. Reference Solicitation document for point of delivery. The Government will conduct an inspection of the equipment before delivery and acceptance. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; and (ii) technical capability of the item(s) offered to meet the Government's Required Specifications for Test Stand. Offeror is required to submit sufficient information with their offer to allow the Government to reasonably ascertain technical capability without having to perform any additional research or investigation. Offerors failing to provide sufficient information in the sole opinion of the Contracting officer, may be determined non-responsive and excluded from further consideration.
