- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Spark Holland, 816 N. Delsea Drive, Suite 376, Glassboro, New Jersey 08028 for the acquisition of a Symbiosis Individual-Dual on-line solid phase extraction (SPE) system. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. Automated solid phase extractors that are able to change the solid phase extraction cartridge for each sample are available only on off-line platforms, meaning the solid phase extraction has to be performed separately. The extracts have to be collected into individual containers and pre-concentrated which takes time and uses substantial amount of disposable supplies. The pre-concentrated extracts have to be injected into an independently operated analytical liquid chromatography and mass spectrometry detection system. There are on-line solid phase extraction systems where the extract collection and pre-concentration steps are not necessary but these system use the same extraction column for every sample, leading to cross contamination and plugs between samples, and lack of ruggedness and robustness. To avoid these problems, a new cartridge has to be used before the introduction of every new sample. The automatic cartridge exchanger provided by Spark Holland is the only one that satisfies the Government's requirements because it is the only one where the on-line solid phase extraction cartridge can be exchanged to a new one before each sample. Because it is a dual system, the sample extraction and sample analysis can be performed concurrently without decreasing sample throughput over time. The dual cartridge exchanger allows the extraction and quantitative analysis of 192 samples with 192 cartridges in one unattended automated run. The SparkLink software that operates the cartridge exchanger along with two syring pumps which is able to use over 20 different reagents and solvents through solvent selection manifolds (SSM). The SparkLink software can be run on the same computer as the chromatography and mass spectrometry software, allowing easy operation and programming of the extractor, the chromatograph and mass spectrometry detector form the same computer. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Spark Holland. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 49965 referenced in the subject line NO LATER THAN August 28, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
