Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions (NIDA), on behalf of the National Institute on Mental Health (NIMH), intends to negotiate on a sole source basis with the Tecan US, Research Triangle Park, North Carolina for a robotic liquid handling system configured to perform fully automated ELISA testing. The Chemistry and Drug Metabolism Section - Clinical Pharmacology Branch of the Intramural Research Program, National Institute on Drug Abuse, National Institutes of Health - performs chemical, pharmacokinetic, metabolic and pharmacodynamic research with human subjects, in a variety of matrices, related to the chemistry of substance abuse. As the number and types of sensitive drug analyses performed by the Chemistry and Drug Metabolism laboratory increase, the improved accuracy and reliability provided by the EVO 100 would result in a net savings of personnel time. The EVO 100 is a robotic liquid handling system configured to perform fully automated ELISA (Enzyme-Linked Immunosorbent Assay) testing. In addition, this instrument can also perform solid phase extractions using cartridges and/or novel pipette tip extraction technologies. The unique qualifications of the EVO 100 include; a) Pipetting arm The 8-channel pipetting arm can vary in the Y-span from 9 - 38mm with independent Z-axis movement. This feature allows the flexibility of automatically pipetting into 96 well plates and/or regular specimen collection, centrifuge or test tubes. The system liquid allowing option can use both Teflon coated stainless steel washable pipette tips and disposable pipette tips. The arm also has two modes for liquid detection (capacitance and pressure monitoring). b) Robotic Labware Manipulating Arm The flexibility of the robotic labware manipulating arm allows the arm to extend below the work surface to access peripherals such as the shaking incubator, Hydroflex plate washer and Sunrise plate reader. This independent arm with gripping fingers can rotate 270 degrees and work in parallel with the 8-channel pipetting arm to reduce analysis time. c) Platform The platform must be able to integrate a plate washer, absorbance reader and vacuum module. It contains a front safety shield with locks that is automatically engaged by the software when the system is in an active run - and comes with an application that can remotely monitor system status on an iPad, iPod or iPhone. d) Software The software has a 3D simulator that is necessary for method and process development. The software can schedule complex pipetting protocols and also control external peripherals such as the plate washer and absorbance plate reader. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
