- NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security (DHS) intends to negotiate a sole-source procurement with Proportional Technologies Inc. (PTI), located at 8022 El Rio Street Houston TX 77054-4184, to further develop boron-coated straw (BCS) detector technology to be used in handhelds, backpacks, and other portable devices. The neutron detectors require stable and reliable operation for maintenance-free performance over long periods of time as well as high detection efficiency in small, lightweight packages. This requirement was previously satisfied with Helium 3 (3He) tubes. However, the recent shortage of 3He gas now requires an alternative detection solution. PTI has developed the BCS solution, which has proven to be a comparable alternative to the 3He tubes. The associated North American Industry Classification System (NAICS) code is 541712 which has an annual size standard of 500 employees. Interested parties must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. The Government contemplates an award of a Cost- Reimbursement contract resulting from the sole source solicitation. DHS believes PTI is the only vendor capable of satisfying this requirement. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist and, therefore, no Request for Proposal (RFP) is available. This notice of intent is not a request for competitive quotes, however, all information received by August 24, 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested parties may submit a capability statement, proposal, or quotation to Michael Lipperini, the Contract Specialist, by 11:00 AM EST, Friday, August 24, 2012. This information must be submitted electronically, via e-mail, to: Michael.lipperini@hq.dhs.gov. The following information must be included in all responses: 1) include information outlined above; 2) fully explain your capability and qualifications and 3) provide pricing that is sufficient to make a determination.
