Submission Reqmt, and Section M.Evaluation Criteria Combined Synopsis/Solicitation SP4703-12-R-0029 CENTER OF PARTS ACTIVITY (COPA) SUPPORT SERVICES: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested in accordance with the attached solicitation. The solicitation number SP4703-12-R-0029 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those currently in effect. For applicable clauses and provisions, refer to RFP. This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) Code is 541511. The small business size standard is $25.5M. This acquisition is a small business set aside procurement. This is a firm-fixed price contract for a six month base period and five six-month option periods. Partial proposals will not be accepted. Pricing for all items and options must be submitted with the proposal per Section B. Award will be made on the basis of lowest priced technically acceptable process as stated in the solicitation. The Center of Parts Activity (COPA) application is used by all three Air Force Air Logistics Centers for the purpose of managing critical aviation end-items, proactively identifying potential critical part short-falls, and ensuring reporting and metrics on support levels are web-accessible. This requirement is to provide Information Technology (IT) application sustainment support services to support Information Operations Richmond. This includes migration and sustainment of current applications related to the D050 Application, Center of Parts Activity (COPA) web-site. Follow industry recognized software lifecycle processes, and comply with standard configuration management procedures for each project assigned. Administer applications to ensure effective daily operation and to resolve problems as they arise, which shall be met through performance of tasks. The contractor must be registered in the Central Contract Registration (CCR) and in the Online Representations and Certifications Applications (ORCA) prior to award. If not already registered, go to SAM System for Award Management at https://www.sam.gov/portal/public/SAM/ to register prior to submitting your proposal. Proposals are due by Closing Date: 5 September 2012; 2:00 PM, EST. Hardcopies by mail and email copies must be received prior to 2:00 PM on the closing date.
