Description
Under this solicitation, the Defense Logistics Agency Energy is procuring receipt, storage and issue services for bulk jet fuel (JP-8), diesel fuel (DL2), Gasoline (MUR-10% Ethanol) E85 and B20. The Contractor shall perform Terminal Operating Service tasks to include fuel operations, support operations, and management and administration pertaining to the receipt, storage and handling, and issue of Government fuel products. These services shall not include demolition of existing tanks. In addition, the Contractor shall ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with Fort Knox Environmental Policies and Regulations. The Contractor shall provide alongside aircraft refueling services with contractor owned aircraft refuelers. The Contractor shall operate and maintain government owned storage at the airfield which will supply fuel for contractor owned aircraft refuelers. The Contractor shall provide Contractor-owned, Contractor-operated (COCO) bulk and retail fuel services at Fort Knox, KY. The Contractor shall establish, operate, and maintain two retail fuel service points at sites to be determined by Fort Knox; one for bulk issue and into-vehicle dispensing to tactical vehicles and the other for into-vehicle dispensing to non-tactical vehicles. Specific requirements for each site are listed in Appendix E of the PWS (which shall be posted at issuance of the solicitation). The Contractor shall safely receive, store and handle, and issue fuel. Fuel Operations shall be specific for Fort Knox, KY and shall include local operating instructions. During operations, fuel quality shall be maintained at all times. The fuel shall be accounted for by quantity received, stored, and issued according to directives and acceptable tolerance levels. The Contractor shall immediately notify the COR or designated office of any issues that impact the quality, quantity, or availability of fuel in storage. The Contractor shall provide necessary equipment to conduct aircraft cold refueling and defueling services based on the requirements listed in paragraph C-5.0 of the PWS. Fuel to operate the aircraft cold refueling/defueling equipment will be provided by the Government. The contract shall establish a "T" DoDAAC with DLA Energy in order to purchase this fuel for the mobile refueling/defueling vehicles as a reimbursable expense to the contractor. During the hours specified in C-5.0 (See Appendix E), each request for fuel services shall result in the dispatch of a fuel servicing truck and operator to the aircraft identified by the requestor so that each truck and operator dispatched arrives at the aircraft specified within 20 minutes as measured from the time the request for service is received by the Airfield Operation's Center to the time the operator physically arrives at the aircraft to be serviced. The Contractor shall at all times safely receive product without causing delay, interruption, or demurrage. This applies to response times for duty hours, non-duty hours, and extended surge operations at Fort Knox, KY. Site-specific response times and duty hours are in Appendix E of the PWS. The Contractor shall schedule inbound fuel shipments, receipts, from wholesale distribution sites. Receipt notification shall include the quantity received, mode of delivery, delivery date, shipment source, grade or type of product, and any special instructions. The Contractor shall immediately notify the COR/designated office of any fuel quantity or quality discrepancy; the COR will then notify DLA Energy Americas East. The Contractor shall not offload off specification fuel unless a waiver has been granted by DLA Energy-Q (Quality/Tech Support Office). The Contractor shall prepare all documents required for product receipt. When directed by the Government, the Contractor shall purchase, store, maintain, and inject fuel additives in accordance with the contract requirements. The Government shall reimburse the Contractor for any direct out-of-pocket cost incurred in the acquisition of additives directed by the Government. All procedures for systems operation, storage, maintenance, and injection of additives shall be in accordance with the Contractor Product Quality Control Plan (PQCP). The Contractor shall provide refueler/defueler (fuel-servicing trucks/trailers configured to issue filtered product, and defuel and filter product being returned to the cargo tank) shall meet the specifications outlined herein. The new refuelers/defuelers shall be in accordance with the most current edition of NFPA 407, Standards for Aircraft Fuel Servicing. Regardless of the refueler/defueler truck configuration, all hoses and connections, i.e., servicing hoses, recirculation, bottom loading, and defuel connections, overfill protection devices, grounds and bond cables, deadman controls, or otherwise shall be located on the left or drivers side of the vehicle. The Contractor shall provide, in sufficient numbers to provide the required support in accordance with paragraph C-5.0 of the PWS.
