Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Biochemistry and Molecular Biology, plans to procure on a sole source basis services from Bruker BioSpin Corp, 15 Fortune Drive, Billerica, MA 01821, for a maintenance and service agreement for a government-owned 700 MHz Nuclear Magnetic Resonance Spectrometer Console, system ID BH006410. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Laboratory of Biochemistry and Molecular Biology (LBMB) in the Center for Cancer Research (CCR) at the National Cancer Institute (NCI) investigates basic mechanisms underlying cell growth, division, differentiation and homeostasis, with a focus on the biology of chromosomes and the cell nucleus. The Laboratory of Biochemistry and Molecular Biology houses a government-owned Bruker BioSpin 700 MHz Nuclear Magnetic Resonance Spectrometer Console, system ID BH006410. This system is used to study the structures of chromatin and proteins related to cancer. The NCI proposes to purchase a service maintenance agreement for this equipment. The contractor shall provide: 1) One (1) preventive maintenance inspection per year; 2) unlimited emergency repair within twenty four (24) hours of first call; 3) all required replacement parts with the exception of consumable parts at no additional cost to the Government; 4) software service and updates in accordance with the manufacturer's latest established service procedures. Contractor personnel shall be technically qualified factory-trained personnel with a minimum of three (3) years factory training and experience in order to perform service to this system. Bruker BioSpin is the only known vendor that can perform maintenance services because it is the only manufacturer of the scientific equipment to be serviced under the contract. The equipment is highly specialized, integrating many proprietary technologies. Bruker BioSpin is the only provider of service by factory trained engineers, and the only provider of original grade replacement parts This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 27, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
