- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-12-T-7640, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012. NAICS code 333923 applies. This is a small business set-aside. Military Sealift Command (MSC), Norfolk, VA intends to award a sole source firm fixed price purchase order to Appleton Marine for USNS AMEILA EARHART for the following services: 1.0 ABSTRACT: 1.1 This item describes OEM technical services for Appleton Technical Representative(s) to provide technical assistance to Ships Force and NSWCCD in performing certifying load tests on all Cargo Cranes as well as replacement of wire rope on Cargo Crane No. 4. 2.0 REFERENCES: 2.1 TG811-BL-MMC-010 - Technical Manual Boom Crane, Electro-Hydraulic, MODEL EB270-87-47. 3.0 ITEM LOCATION AND DESCRIPTION: 3.1 Location and Quantity. 3.1.1 Location: Cargo Cranes 1, 2, 3, and 4. 3.1.2 Quantity: 4ea. 3.2 Item Description/Manufacturer's Data: -Appleton Marine Cargo Crane Model EB270-87-47. 4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIALS/SERVICES: 4.1 Wire Rope, 0.75" Diameter Dyforn 18 Rotation Resistant or equivalent. 5.0 NOTES: 5.1 To gain access to MSC vessel's on the West Coast, contractors must submit an EPIC request to MSC.SSUSD.EPIC@navy.mil and the PPE (email below). 5.1.1 The following information is required: 5.1.1.1 U. S. Citizen Contractors: Full Name; Full SSN; Ship Attending; Reason For Visit; Dates Requiring Access. 5.1.1.2 Non-U.S. Citizen Contractors: Full Name; Date of Birth; Nationality; SSN, Passport No. or ARC No.; Ship Attending; Reason For Visit; Dates Requiring Access. 5.2 Period of Performance shall be 21 August thru 27 August 2012. If diagnosis cannot be completed by 27 Aug, the option to ride the Ship shall be offered. 5.3 Performance location is Sasebo Japan. Chief Engineer is Bob Carr, email robert.w.carr.civ@ake6.navy.mil or cheng@ake6.navy.mil, Cell Phone (from US to Korea up to 13 August is 011-82-10-4992-8315) after 14 August (Contact Ship directly, 619-544-7187). 5.4 Ship's force and/or Shipyard personnel will assist OEM Rep as required. 5.5 All maintenance shall be performed in accordance with OEM recommended practices and procedures. 5.6 Under separate Contract, SSU Japan Office shall contract local contractor to supply weights for load tests. 6.0 QUALITY ASSURANCE REQUIREMENTS: None 7.0 STATEMENT OF WORK: 7.1 OEM Technical Representative shall perform the following; 7.1.1 OEM shall inspect and diagnose faults in the Cargo Cranes Hydraulic and/or electrical system that inhibit rated and dynamic load tests. Inspection shall include pressure settings, hydraulic hose connections and hoses, hydraulic pump, winch, all hydraulic valves, pedestal, turret, boom, swing system (if operable), Boom Luff and telescoping system, hoisting system, etc and electronics as well as PLC safeties. 7.1.2 OEM, with the assistance of Ships Force, shall determine if parts can be removed, cleaned and reinstalled to complete load testing. 7.1.3 OEM shall document parts required for replacement and provide approximate lead times so that Ships Port Engineer can plan the appropriate repairs during upcoming shipyard period(s). 7.1.4 OEM Technical Representative shall replace Wire Rope on Cargo Crane No. 4 in accordance with reference 2.1. During replacement, OEM shall train Ships Force in replacement per OEM recommendations. 7.1.5 Ships Cargo Engineer shall be present and assist with fault diagnosis and wire rope replacement. 7.2 Operational Test; 7.2.1 OEM shall be present to witness operational load tests with a Government NSWCCD Field Service Rep as well as Ships Chief Engineer and Cargo Engineer to ensure all cranes meet regulatory requirements for load tests. 7.2.2 OEM Shall assist Government Rep (NSWCCD) as well as Ships Force in recertifying the Cranes to regulatory load tests. 7.2.3 OEM shall document any hydraulic system pressure changes that were accomplished in the load tests. 7.3 Preparation of Drawings: None additional. 8.0 GENERAL REQUIREMENTS: 8.1 OEM Technical Representative shall provide a Final Report identifying deficiencies found during the inspections of all cranes in electric format. A copy shall be provided to the Chief Engineer and Principal Port Engineer. MSFSC INVOICE INSTRUCTIONS FOR SHIPPING CHARGES At the time of invoice, a shipping receipt must be provided to substantiate shipping or freight charges greater than $25.00. MSC WIDE AREA WORKFLOW (WAWF) INSTRUCTIONS (APR 2012) To implement DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (MAR 2008), Military Sealift Command (MSC) utilizes Wide Area WorkFlow (WAWF) to electronically process vendor requests for payment. This application allows DoD vendors to submit and track Invoices and Receipt/Acceptance documents, if applicable, electronically. The Contractor is required to utilize this system when processing invoices and receiving reports, if applicable, under this contract/order, unless an exception at DFARS 252.232-7003(c) applies. The Contractor shall: (i) ensure an Electronic Business Point of Contact is designated in Central Contractor Registration (CCR) at http://www.ccr.gov. (ii) register to use WAWF at the https://wawf.eb.mil site, within ten (10) calendar days after award of this contract or modification. Step by step procedures to register are available at the https://wawf.eb.mil site. (iii) ensure review of the MSC WAWF Vendor Guide, available at the MSC site http://www.procurement.msc.navy.mil under the references section. The Contractor shall verify that those DoDAACs automatically entered by the WAWF system match the information in the table above. If these DoDAACs do not match, then the Contractor shall correct the field(s). If Receiving Reports are required, ensure that the "Inspection" and "Acceptance" defaults of "destination" for both fields are not changed in the WAWF online interface. The CLINs on the WAWF invoice shall be entered exactly as set forth in the contract document including CLIN number (e.g. 0001), Quantity (may be adjusted for actual quantity or dollar value delivered and invoiced), and Unit Price (e.g. $1.00). The dollar amounts on each CLIN or SubCLIN on the WAWF invoice shall reflect final performance values, but in no instance can the dollar amount for each CLIN or SubCLIN exceed what is specified in the contract document. The Contractor shall bill to the lowest level, e.g., the SubCLIN level. The Quantity and Unit of Measure fields must be filled out exactly as indicated in the CLINs and SubCLINs to reduce the possibility of the invoice being delayed or rejected during processing. Before closing out of an invoice session in WAWF, but after submitting the document or documents, the Contractor will be given the option to send additional email notifications by clicking on the "Send More Email Notifications" link that appears on the page. The Contractor shall click on this link and add the acceptor's/receiver's email address in the first email address block and add any other additional email addresses desired in the following blocks. This additional notification to the Government is important to ensure the acceptor/receiver is aware that the invoice documents have been submitted into the WAWF system. BASIS FOR AWARD: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest evaluated price. SHIP & BASE ACCESS Vendors are responsible for correctly submitting forms/applications. Vendors are encouraged to monitor email using "Request a Read Receipt" function and to confirm receipt of facsimile transmissions. Due to enhanced security measures, ship and base access is required for pre-award ship visits (e.g. ship-check) and for contract performance. Specifically the following permissions are required: 1. El Paso Intelligence Center (EPIC) personnel screening requirement 2. Base/Repair Facility Access Request 3. Vehicle Access Request 4. Ship Access List (vendor-provided) All forms are available for download on the MSC contracts webpage at http://www.msc.navy.mil. Click on "Contracts" in the upper right corner. EPIC personnel screening requests are desired seven calendar days prior to performance start date. Requests will be managed as expeditiously as circumstances permit. Vendor will be notified by MSFSC of personnel who are denied access to the vessel. Base/Repair Facility Access: Permit is required to access Navy facilities. Base/Repair Facility Access Request is desired seven days prior to ship check or performance start date. Submit forms per the document instruction and to the Port Engineer. A courtesy copy (CONUS West Coast performance locations only) to Ermanno Magliulo, Engineering Director, at ermanno.magliulo@navy.mil will be appreciated. RAPIDGate® is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico. Vendor is responsible to acquire RAPIDGate® status and destination base individual access badge(s) activation prior to performance start date.
