Description
This notice is hereby extended to allow for final preparation of RFP documents to 28 August 2012. This is a Presolicitation Notice for Air Force Network Integration Center (AFNIC) Joint Cyberspace Operations Range (JCOR) Cyber Simulator/Range Based Education, Training, Certification, Validation, and Exercise. The subject action was previously posted as Sources Sought Notice #PL83120001. This requirement continues the efforts and builds upon already established JCOR Consortium which has formed an interconnected and interoperable common core of tool-suites and services and JCOR/Service/simulators supporting the Joint level and Service level education, training, crew certification, and Joint, National, Theater and Service level exercises. Current JCOR Consortium members include the AF Simulator Training Exercise (SIMTEX), Navy Cyberspace Operations Range (NCOR), National Guard Bureau (ARGENTS) and USSTRATCOM's (SCOR) programs. It is envisioned additional COCOMs, Services, Schoolhouses and Agencies will utilize this requirement for supporting simulator based cyberspace operations education, training, crew certification and exercise events. This effort requires the contractor to provide the JCOR functionality and Service Cyberspace Operations Simulator/Range Based Education, Training, Crew Certification, Validation and Exercises with associated training materials, training, technical support, network simulation/emulation engineering and required skills necessary to complete the defined tasks. The primary purpose of this work effort and JCOR is to provide the Cyberspace Training System simulator / synthetic range environment to enable Cyberspace Training System Operators and Cyberspace Training System User/Trainees to conduct the simulator based activities and events to conduct Cyber Force Development and validate the processes and procedures, and operation of Cyber systems. In accordance with Federal Acquisition Regulation (FAR) Part 6.102(b), the Government intends for this acquisition to be offered for full-and-open competition. The period of performance will be one year from contract award with four (4) one-year option periods. The estimated start date is 15 January 2013. The National American Industrial Classification Standard (NAICS) code for this procurement is 541519. The solicitation and all related documents will be posted at this site. Instructions for submitting questions and proposals will be given at the time the solicitation is released. The resulting award will be Best Value Trade-Off, with non-cost factors being significantly more important than cost. If at anytime the Government determines that the requested services are no longer required, the Government reserves the right to not make an award. The Government also reserves the right to award without discussions. Proposals will be due 30 days after Request for Proposal (RFP) release date. All responses will be considered for evaluation and award of the contract. Oral communications are not acceptable. The estimated date in which the Request for Proposal (RFP) for this acquisition to be uploaded to FedBizOpps is 14 August 2012.
