Description
The contractor shall fabricate, test, and deliver the MPM. As required in individual orders, the contractor shall perform teardown and evaluations, repairs, and modification services to modify or develop variants of the MPM to meet new threats. RF DESIGN: The amplifiers required are state-of-the-art, high power, airborne units utilized to provide final amplification for various electronic countermeasures systems. PRIME POWER REQUIREMENTS: The maximum power allocation is +28 +/- 3 Volts Direct Current (VDC) at a maximum current of 15 Amperes. MECHANICAL DESIGN REQUIREMENTS: The physical configuration of the MPM calls for stringent size and weight considerations while provisioning for multiple mounting methods. COOLING: The amplifier under this procurement is air cooled. The MPM's are a part of the AN/ULQ-21(V) Countermeasures Set which simulates all currently observed and projected threat countermeasures that might be used against U.S. weapon systems. The MPM defined is intended to satisfy the recurring need of Department of Defense (DoD) Test and Evaluation (T&E) for weapons T&E and operator training, providing a realistic threat environment for both captive carry and live fire tests. The AN/ULQ-21(V) is most widely used in the AN/ALQ-167(V) pod on full scale military aircraft as well as in various subscale aerial targets. The MPM s are typically used more than once and are subject to extremes of temperature, vibration, acceleration, shock, and vehicle electrical system transients. They must exhibit a very high probability of successful, multi-time use after initial acceptance testing, potentially long storage periods, and after extensive captive flight testing prior to live-fire events. The MPM shall meet key requirements for bandwidth, output power, gain (both small signal and at rated power), spectral purity, harmonic and spurious emissions and broadband thermal noise. The MPM shall be capable of operating in two system modes: CW and Pulsed. Copies of the Performance Specification for the Microwave Power Module (MPM) 13672-TS637L and the MPM Outline Drawing, 1611AS474 may be requested from NAWCWD POC Eric Finn by email at eric.finn@navy.mil. All qualifying documentation, to include a capabilities statement of 5 pages or less, will need to be sent to both the Contract Specialist Jennifer Corcoran by email at jennifer.corcoran@navy.mil and the NAWCWD POC Eric Finn by email at eric.finn@navy.mil no later than 13:00 PST 27 August 2012. Documentation should be compatible with Microsoft Office or in PDF format. Delivery of the MPM s will be Free On Board (F.O.B.) Destination and within 300 days After Receipt of Order (ARO). Delivery of qualified MPM s are estimated to begin 300 days after an award is made. A synopsis is anticipated to be issued in 4th Quarter CY12 followed by a solicitation to be issued in 4th Quarter CY12. DISCLAIMER: This sources sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
