Description
1. GENERAL 1.01 PURPOSE OF THE PROJECT The goal of this project is to increase capacity of the existing housing for volunteers that work at Coldwater Learning Center and also Johnston Ridge Observatory. Because of the location, it has been determined that the current available housing should be improved in order to attract volunteers and develop a stronger partner presence at the Forest Service facilities on the 504 corridor. To meet that need, an additional bathroom will be added to the interior of the current manufactured trailer, and a shower room will be attached to that trailer. In addition, another manufactured building will be installed on site to provide housing for an additional 8 volunteers. This is the second phase of an ongoing project to provide an attractive place for volunteers to stay and help supplement the Forest Service's decreasing workforce. Yurts, a CXT toilet and a camp area were constructed in a previous phase. As the volunteer program continues to build, it is anticipated that additional yurt facilities and a cooking area will be constructed. 1.02 GENERAL DESCRIPTION OF PROJECT A. Investigate current power capacity to accommodate additional draw from current transformer on site. See the Electrical section of this prospectus for further details. B. Investigate the current sewage treatment systems' capacity to accommodate the additional use. Prepare an engineering report detailing change in use for the currently permitted Large On-Site Sewage System (LOSS). Prepare Cowlitz County on-site sewage system (OSS) permit applications for the non-permitted systems that are being modified by receiving the additional wastewater flows. If the use for the non-permitted systems increases to above 3,500 GPD of wastewater, prepare all required Washington Department of Health documents for permitting a LOSS. C. Provide a pre-manufactured bunkhouse type facility that would house an additional 8 volunteers and hook it up to the site's utilities. It is anticipated that the bedrooms would house at least two people. D. Remodel existing modular home to accommodate an additional interior full bathroom consisting of a standing shower, toilet and sink. In addition, construct an attached shower room that is accessible from the outside. 1.03 PROJECT LOCATION A. The project area can be reached by following HWY 504 East out of Castle Lake WA approximately 42 miles to Coldwater Learning Center. Before getting to main building, take the service road on left and follow approximately ½ mile to work area.
