- The U.S. Army Contracting Command - National Capital Region intends to negotiate and award a sole source contract to McKinsey & Co. Inc. under the authority of FAR 6.302-1. The applicable North American Industry Classification Systems (NAICS) Code for this acquisition is 541611. On behalf of the Deputy Under Secretary of the Army (DUSA), the Government intends to procure advisory assistance and program execution support services for the implementation of strategic healthcare design for the Army Medical Department (AMEDD). The Government intends to procure the following services: The DUSA requires advisory assistance support services to build and implement the Army "System for Health" for the Army Medical Department (AMEDD). Building upon the Patient Caring Touch System (PCTS) deliverables (standardized processes, decreased variance in health care quality, validated best practices, quality measures/metrics, exportable training packages, and sustainment tools), the contractor shall develop a strategy for implementation of a total systems solution for AMEDD that recognizes not only the "acute care" system, but its integration with non-hospital care services and the broader social context. The contractor shall provide Monthly Status Reports (MSR) as well as a detailed Plan of Action and Milestones (POA&M). The end result should be an overarching strategic plan maintaining a continued focus on total system quality and efficiency. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, the Government will consider all responses received within 5 days after date of publication of this notice. Interested parties who wish to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide equivalent services as described above. Interested parties must provide a rationale as to why they should be considered. Interested parties shall provide a written response containing sufficient and identify their ability to satisfy this requirement. Interested parties shall include enough documentation to substantiate their capabilities. All responses must be received no later than 2:00pm EST on 21 August 2012. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government shall not reimburse for any costs associated with providing interest and/or capabilities information in response to this notice.
