Description
This is a modification to the RFI titled, 'Development of an On-Orbit Robotic Servicing Capability for Spacecraft' which was posted on November 3, 2011. You are hereby notified of the following: The Satellite Servicing Capabilities Office (SSCO) of the National Aeronautics and Space Administration is conducting a Systems Engineering Review on August 28-29, 2012, for a potential geosynchronous Earth orbit (GEO) servicing mission. The meeting will be held at the Goddard Space Flight Center (GSFC) in Greenbelt, MD 20771, from 8:30 am to 5:00 pm each day, and will be open to U.S. organizations interested in partnering for this potential mission, subject to the procedures described below. The purpose of the review is to perform a Government peer review to confirm the SSCOs current partnership approach and to infuse additional expert knowledge to reduce risk, identify defects, and solicit specific suggestions for improvement. This announcement serves as a notice only and is issued solely for information and planning purposes. Neither the review nor this announcement constitutes a formal solicitation for proposals or proposal abstracts. This notice does not constitute, implied or otherwise, that NASA will take procurement action on this matter. Participation in the review is voluntary and is not required to propose to any future solicitation. NASA will not provide reimbursement for any costs incurred to attend this review. Program Description: The SSCO wishes to advance the state of robotic servicing technology to enable the routine servicing of satellites that were not designed with servicing in mind. NASA encourages the creation of a domestic commercial capability that meets both future Government and non-government needs. The strategy for achieving these objectives involves collaboration with private domestic entities that leverage the governments existing intellectual property, technological resources, and expertise. To achieve these objectives NASA plans a Government/commercial partnership to develop, deploy, and operate a satellite servicing capability for client satellites located in GEO. Mission objectives are to provide life extension servicing over a range of candidate client satellites. Specific on-orbit servicing capabilities may include remote survey, relocation, refueling, repair, and component replacement. Review Information: The goal in having potential partners attend this review is to familiarize participants with the current concepts for the design of the servicing mission. See http://ssco.gsfc.nasa.gov for additional technical background for the servicing mission. See https://www.fbo.gov/?s=opportunity&mode=form&tab=core&id=b3a0b821a9325ffe5e9c0e372f14588c &_cview=0 for additional background information and the earlier releases of this RFI. It is the responsibility of any potential offerors/bidders to monitor FedBizOpps and the NASA Acquisition Internet Service (NAIS) websites for the release of additional information, solicitation, synopsis, or related documents. Registration Information: Interested parties must register in order to attend. To register send an e-mail to both claudia.canales-1@nasa.gov and mary.reph@nasa.gov with the name, affiliation, e-mail address and phone number of proposed attendees. The registration deadline is 5:00 pm EDT, Thursday, 23 August 2012. Participants must register no later than this time/date.Visitors will not be admitted without prior registration. This invitation is intended for organizations who are able to fulfill all or most of the aspects of the partnership as a potential prime offeror. Due to the content of the presentations and facility security requirements, only U.S. citizens may attend. All attendees will be required to present government issued photo identification upon entry to the event. Attendance is not required to propose to any associated future solicitation. Qualified organizations not able to attend should contact the GSFC SSCO by sending an e-mail to both claudia.canales-1@nasa.gov and mary.reph@nasa.gov.
