- This is a follow-on notice to Special Notice N00019-12-P7-ZD054, dated 08 December 2011 for the Common Control System (CCS) Software Approach for Unmanned Systems Capabilities. The Unmanned Carrier Launch Airborne Surveillance Strike System (UCLASS) has been designated the lead platform to utilize the PMA-281 Common Control System (CCS) software as its control system. As such, CCS documentation is being placed on the UCLASS community of interest (COI) website. In order to better inform interested parties of our intended acquisition and technical approach, the following documents for the Common Control System are currently available for review on the UCLASS COI website: 1. Draft Software Performance Specification for Common Control System (CCS) 2. Draft Common Control System (CCS) Business Rules (CCSBR) For CCS Software Products 3. Draft Common Control System (CCS) Technical Rules (CCSTR) 4. Draft Common Control System Software Developers Guide 5. Draft Common Control System (CCS) Interface Control Document (ICD) 6. Draft Common Control System (CCS) System Administration Manual (SAM) 7. Draft Common Control System Framework COTS Table 8. Draft Common Control System (CCS) - Non-ACAT System Engineering Plan 9. Unmanned Aircraft Systems (UAS) Ground Control Station (GCS) Human-Machine Interface (HMI) Development and Standardization Guide Comments and suggestions regarding the above documents are not desired at this time, but may be requested at a later date. The UCLASS COI will be used to inform industry of updates to CCS artifacts and plans. Potential Offeror's should check this website periodically for updates and additional information. With each release of information, PMA-281 will establish guidelines for the content and timeline allowed for responses. The Navy Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) System Community of Interest (COI), where data relevant to the Common Control System (CCS) program is available to contractors, may be found at: http://www.navair.navy.mil/index.cfm?fuseaction=home.display&key=A1DA3766-1A6D-4AEA-B462-F91FE43181AF New users will need to request access to the COI by filling out the UCLASS Web Site Access Request form. Access to the UCLASS Community of Interest requires a Public Key Infrastructure (PKI) digital certificate that provides an electronic means of proving your identity in order to securely conduct business online. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is being issued for the purpose of informing industry. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
