- Justification for Soliciting a Single Source US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, with Payton Scientific International, Inc. for the purchase of a Cyanoacrylatethe Vacuum Fuming Chamber, under authority of FAR 8.405-6; FAR 6.302-1(a)(2) and 41 USC 253(c)(1). *Market research demonstrates that there is only one responsible source, as Payton Scientific is the only manufacturer whose instruments combine both a large and small vacuum cyanoacrylate chamber in one unit. This feature is essential so that the laboratory can expedite cases where a single piece of evidence needs to be processed without using the supplies and energy required by the larger chamber. Only the Payton Scientific International Model CYVAC M combines both the large and small vacuum chambers in one unit and meets all of Customs and Border Protection's needs, listed below: 1.) Large Vacuum Chamber - Chamber will have a 16" opening with a 54" slide-out drawer to hold evidence. - Chamber maintains a constant temperature of 37 degrees Celsius. - Cyanoacrylate is accelerated to 82 degrees Celsius. - Residual Cyanoacrylate vapor collector above the access door. 2.) Small Vacuum Chamber - Bell jar chamber will have a 12" diameter with a height of 18". - Entire cabinet heated to 37 degrees Celsius. - Cyanoacrylate is accelerated to 82 degrees Celsius. - Residual Cyanoacrylate vapor collector. 3.) Each unit will have individually operated vacuum systems. 4.) 304 stainless steel work surface and aircraft aluminum base with baked powder coated finish. *The North American Industry Classification System (NAICS) code for this acquisition is 334516, "Analytical Laboratory Instrument Manufacturing."
