Description
The Centers for Disease Control and Prevention intends to issue a sole source purchase order to LeHigh Valley Hospital, Cedar Crest & I-18, Allentown, PA 18105, for integration of a CDC-developed web application, Prevent Group B Strep, into an Electronic medical Record (EMR) system and an assessment of acceptability and impact of this effort on Clinician behavior. Clinicians must use patient demographic and clinical characteristics to determine guideline-concordant management of their patients using one or more of the algorithms and tables. This project seeks to simplify the process by which clinicians obtain guideline-concordant management of patients so that more patients are receiving guideline-concordant therapy, which will prevent cases of GBS disease. This project would develop computer software that integrates Prevent Group B strep, CDC's newly developed web-based application, into the electronic health record (EHR) to increase utilization of the guidelines. Integration of Prevent Group B Strep with EHR addresses several concerns with respect to implementation of the GBS Guidelines. Specifically, the purpose of these services are to develop software that will extract pertinent information from the electronic health record and return evidence-based clinical management recommendations to the clinician using the algorithm developed by CDC, through the electronic health record, for the prevention of GBS disease. The contractor will provide all labor, materials and equipment required to complete tasks as follows: 1. Develop computer code/software that will extract and deliver pertinent data from an electronic health record to a matching algorithm. 2. Develop computer code/software that will codify and label (i.e. "tag") specific clinical management guidelines for matching with clinical data to be delivered by the extraction software/computer code. 3. Develop a matching algorithm that will correctly match clinical data with the labeled (i.e. "tagged") clinical management guideline. 4. Develop computer code/software that will deliver the correct, matching guideline back to the EHR/EMR application and display it in a format readable to the end-user. The formatted clinical guideline should be delivered and displayed within the HER/EMR application and not require the user to access any other application to view the guideline. Period of performance - estimated September 1, 2012 - February 28, 2013. This procurement will be solicited via request for written quotation. Anticipated award date is on or about August 31, 2012. CDC believes this requirement is met only by LeHigh Valley Health System, Maternal Fetal Medicine, Department of OB/GYN, Allentown, PA 18105. This procurement will be processed under the authority of FAR 13.106-1(b)(1)(i). The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available based on their exclusive digital health network already in existence. The contractor must develop the required computer code based on their proprietary electronic health record database.
