- LEAD PAINT ABATEMENT AT KINGSTON GUARD STATION-HUMBOLDT-TOIYABE NF-AUSTIN NV Purpose of this solicitation is to complete a lead-paint abatement and proper waste disposal of the deteriorated exterior paint surfaces at the main residence and bunkhouse at the Kingston Guard Station. The site is located on land administered by the Forest Service within the Austin Ranger District in Central Nevada. Austin, the nearest town with commercial services is located nearly 20 miles north of the Kingston administrative site. The Site also contains a barn, power house, root cellar and tool shed. These structures are outside the scope of the current task order, as they either do not contain lead-paint surfaces or painted surfaces of any type. The administrative site is being converted for public use and therefore lead-paint abatement must be followed up with a lead-paint risk assessment to ensure the safe habitation of these structures. A lead-paint survey of interior and exterior paint surfaces in the bunkhouse and residence was completed in May 2012. Exterior paint surfaces contained lead-contaminated paint at or above Federal abatement levels. In addition, these paint surfaces were identified to be in poor condition with severe paint deterioration. Although testing of the interior paint surfaces identified lead-contaminated paint at or above Federal abatement levels, the paint coatings appeared stable, and their condition was intact and in fair condition. The damaged exterior paint surfaces of the two residential buildings are the focus of this contract. These are historic structures and no damage to the wood components may be introduced during abatement. This element limits the techniques that may be used to complete the tasks. No sandblasting or other destructive methods will be considered. Location and Access: The Site is situated along FS road 002 just south of Mahogany Gulch, about five miles NW of the community of Kingston. The site is located in section 17 of T16N R43E MDM. The improved gravel road can easily accommodate small trucks and trailers bringing in necessary supplies. FS road 002 can be accessed off the Smokey Valley Highway (State Route 376 to the east) at Kingston, or through Big Creek to the west. Kingston Creek, a perennial stream flows close by the site. Pre-Bid site visit: There is no pre-bid walkthrough scheduled, if interested, contractors are welcome to visit the site on their own prior to submitting a bid. The buildings are open for inspection.
