Description
Combined Synopsis/Solicitation (Winter Pasture) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is being issued as a request for quotation (RFQ). RFQ # M67399-12-Q0045 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60, July 26, 2012. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 115210. The Standard Industrial Classification Code (SIC) for this order is 0752. The small business size standard is $7.0 Million. The Product Service Code (PSC) for this order is L088. These following commercial services are requested in this solicitation; CLIN 0001- Qty: 1, Winter Pasture. The vendor shall provide a pasture for a maximum of 40 animals at any given time (horses and mules) from 1 September 2012 through 1 May 2012. The Government has a total of 46 animals that will be rotated in and out of pasture. These animals are currently located at Marine Corp Mountain Warfare Training Center (MCMWTC) Bridgeport, CA 93517-5009. (See attachment Animal list for further details) TRANSPORTATION: The Government will transport animals to vendors to and from vendor s pasture site. The Government will make a minimum of three (3) visits per week and additional visits as needed to ensure the animals are properly cared for. CARE/FEEDING: Pasture will have adequate fencing that will prevent any full grown horse or mule from escaping. The Contractor will be liable for any death, injury or loss of stock by escape or theft due to Contractor negligence. Contractor will make restitution at his/her expense, and the Government will select replacement stock of comparable value. Contractor shall ensure the pasture has adequate grass/land/food supply for all horses and mules. Any supplemental feed that is necessary will be provided by the Government. In the event an animal gets injured/ill, the Government will transport the animal(s) for treatment. Vendor will not be authorized to treat any animal without prior authorization from the Contracting Officer. Pens/stalls will not be required for the animals. The Government will clean, groom and exercise the animals on the scheduled visits. Contractor shall provide the Government the availability to inspect or obtain the animals 24 hours a day. Contractor shall not use Government animals provided under this solicitation at anytime, except to insure proper care. EQUIPMENT: The Government will not provide any equipment that will stay with the contractor. INSURANCE: The following minimum amounts are established for performance under this solicitation: Workers Compensation: Statutory Minimum General Liability: $10,000.00/$20,000.00 bodily injury Property Damage for the animals: $5,000.00 The awardee of this requirement is required to be registered with, understand, and invoice through Wide Area Workflow. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) provisions and clauses are applicable to this acquisition. Note: The complete provision of Federal Acquisition Regulation (FAR) 52.212-3 must accompany bid submittal. EVALUATION The Government intends to award a contract resulting from this solicitation to the responsible/responsive quoter whose proposal conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate quotations: 1.Technical a.Distance and Travel Time. Quoters shall submit confirm in writing the distance and travel time in miles via automobile from MCMWTC Bridgeport, CA to the Quoter's pasture site. b.Demonstrated Ability To Comply With The Care/Feeding. Quoters shall provide information that adequately demonstrates their ability to provide/meet the requirements listed above (care/feeding). 2.Past Performance a.Quoters shall submit past performance references from no more than three, previous customers for work of similar size and scope, performed within the past three (3) years. 3. Price This procurement is being conducted under FAR 12. The government intends to issue one (1) award from this solicitation to the responsible/responsive quote whose quote will be the most advantageous to the Government but, reserves the right to make multiple awards if found advantageous to the government. *** It is very important that all vendors and contractors follow all instructions provided below, when quotes are submitted *** Please include affirmative certification of ability to comply with Required Delivery Date.
