This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is GS-07P-11-UF-C-0018 and the solicitation is a Request for Proposal (RFP) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-60A and GSAM 54 This solicitation is full and open and the associated NAICS is 238290 "Other Building Equipment Contractors". The small business standard is $14 million. The estimated price range is between $1 million and $5 million. The contract line item numbers and items, quantities and units of measure are as contained on the solicitation. Work consists of but is not limited to the modernization of elevators. It involves modernizing two (2) traction judges' passenger elevators (Base Bid), two (2) traction prisoner passenger elevators (Option 1) and four (4) traction passenger elevators (Option 2). This also includes providing the required equipment for elevators operating in this seismic zone. All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code, the Uniform Federal Accessibility Standards (UFAS), and the Americans with Disabilities Act Accessibility Guidelines (ADAAG). The technical scope of work is in sufficient detail that no element of design is required by the contractor. A single award will be made from this solicitation. The base bid will be awarded. Option 1 and/or Option 2 may be awarded at time of award of base bid or may be exercised at a later date at the discretion of the Government. The period of performance is 365 calendar days after full Notice to Proceed if all three sets of elevators are done concurrently and 3 years after full Notice to Proceed if they are done consecutively. The location of the project is the Pete Domenici Courthouse (NM0050ZZ), 333 Lomas Blvd NW. Albuquerque NM. FOB point is destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at FAR 52.212-2, Evaluation-Commercial Items, is not made part of the solicitation. However, the evaluation procedures are identified in the attached solicitation document at Section VI, Method of Award. All offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items with the offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The warranty requirements are as contained in the attached technical documents. The Defense Priorities and Allocations System (DPAS) is not applicable to the requirement.
