Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A SMALL BUSINESS SET-ASIDE Solicitation number: W912L9-12-R-0089 Notice Type: Combined Synopsis/Solicitation Synopsis: The following items are needed: one (1) used five bottom hopper rail car, two (2) used tank rail cars, (1) used flat rail car, two (2) used passenger cars and (1) used 40 Ton Locomotives with delivery. The offers received will be evaluated by a best value determination and is subject to the availability of funds. Items / Information: QUOTE NAME BRAND OR EQUAL 1.Specifications / Requirements a.All cars shall be standard sized in used but "rail worthy" condition, meaning that the cars could be loaded and transported meeting all FRA guidelines. b.All Cars shall be lead paint and asbestos free upon delivery to Muscatatuck Urban Training Center (MUTC). The CONTRACTOR is responsible for providing documentation that certifies the cars are asbestos free and were not used to transport hazardous materials. c.Cars purchased should be manufactured in or before 1985. d.Cars with significant thru body rust or damage to the frame are NOT acceptable. The cars shall have no more than 10% of the body covered in surface rust and no more than 20% of the body covered in graffiti. e.Significant flaws in the rail cars should be documented. This includes but is not limited to broken or damaged access ladders, broken or damaged safety devices (hand holds and platforms), defective hand brake systems, and significant body damage such as large holes, deep scratches and non repairable dents. f.All Hoppers cars must have a hopper mechanism present but the mechanism does not need to be operational. g.All rail cars shall arrive at MUTC painted realistic dark colors. h.The passenger cars shall be intact with no broken windows or doors. Cars with passenger seats and benches are preferable. i.The locomotive should be intact with no broken glass and must have operable and lockable doors. This Locomotive will not be used to move cars and a non-operable engine is preferred. If the engine is present it must be drained of all fluids and fuel prior to delivery. Locomotives with removed engine components are acceptable. The locomotive should be manufactured on or before the year 1985. j.Locomotive shall have a fair condition coat of paint in a conservative color (green, red, blue, black or gray). k.While some penetrations in the body of the cars are allowable they should fall within the following parameters i. There shall be no holes in the tank cars or passenger cars. ii.Hopper and flat cars shall not have holes greater than 2" diameter. iii.The Engine body shall not have holes greater than 1"diameter. 2.Photographs - The Contractor shall provide with proposal a minimum of 6 digital photographs documenting the condition of each cars/engine. The 7 photographs shall consist of (1 serial number or other identification marking, 4 sides, trucks, and top). More than 7 photos per car is acceptable but not necessary. Any digital format for the photos are acceptable however please be cognizant of the file size. Photographs shall be submitted at the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and can be returned at the sender's request and expense. The CONTRACTOR is responsible for unloading, placing, blocking or shoring. The staging area, known as the CACTF gravel Cemetery, sits at a 5-10% slope. No digging, grubbing or additional gravel is required. The North American Industry Classification System (NAICS) Code is 423860. All responsible sources may submit an offer, which shall be considered by the Agency. The winning vendor will be required to be registered in SAM (System for Award Management). Lack of registration in SAM will make an Offeror ineligible for award. CCR is located at www.sam.gov A Firm-Fixed-Price purchase order will be issued in writing. Payment: Payment by Wide Area Work Flow.
