- Description
- The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to ATK Missile Products, Defense Electronics Systems (DES), Woodland Hills, CA for Full Rate Production (FRP) 2 and 3 (FY13/14) of the Advanced Anti-Radiation Guided Missile (AARGM). It is anticipated that the resultant contract shall be Firm-Fixed-Priced (FFP) for a base year and one option year. The base year is for the procurement of: (a) conversion of U.S. Government provided AGM-88B HARM missiles into an estimated seventy-six (76) AGM-88E All-up-Round (AUR) missile systems, or other such quantities as may be authorized and appropriated by Congress, and forty-seven (47) Italian Government provided AGM-88B HARM missiles into AGM-88E AARGM AURs, to include related supplies and services necessary for their manufacture, sparing, and fleet deployment; (b) conversion of an estimated twenty-four (24) U.S. and four (4) Italian Government provided AGM-88B/C HARM Captive Air Training Missiles (CATMs) to AGM-88E CATMs; (c) technical and training manual updates; (d) Principal Support Equipment modifications and supporting documentation, training and operation; (e) Non-Recurring Engineering efforts in order to ramp up to an estimated production rate of thirteen (13) per month; and (f) continuous improvement program and cost reduction initiatives. The option year is for the procurement of: (a) conversion of U.S. Government provided AGM-88B HARM missiles into an estimated one-hundred thirty-one (131) AGM-88E All-up-Round (AUR) missile systems, or other such quantities as may be authorized and appropriated by Congress, and forty (40) Italian Government provided AGM-88B HARM missiles into AGM-88E AARGM AURs, to include related supplies and services necessary for their manufacture, sparing, and fleet deployment; (b) conversion of an estimated twelve (12) U.S. and two (2) Italian Government provided AGM-88B/C HARM Captive Air Training Missiles (CATMs) to AGM-88E CATMs; (c) technical and training manual updates; (d) Principal Support Equipment modifications and supporting documentation, training and operation; (e) Non-Recurring Engineering efforts in order to ramp up to an estimated production rate of sixteen (16) per month; and (f) continuous improvement program and cost reduction initiatives. An international requirement is expected to be included as a portion of the subject contract. The Department of Defense (DoD) has entered into a Cooperative Memorandum of Agreement (MOA) with the Italian Ministry of Defense (MoD) and it is anticipated that the subject contract shall include the procurement of the quantities indicated above. The anticipated procurement shall be executed in accordance with DFARS 206.302-4 - International Agreement and NAVAIR Instruction 4200.31E paragraph (7)g. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). ATK is the sole designer, developer, and manufacturer of the AGM-88E AARGM, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein, in order to satisfy the Government's requirement. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336414.
