Description
Intend to Award Sole Source to Gallup Inc. The National Endowment for the Arts (NEA) intends to issue a sole source, firm-fixed price award to Gallup Inc. for data contained in the Gallup-Healthways Well-Being Index using other than full and open competition procedures pursuant to FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The NEA's Office of Research & Analysis has a need for the above mentioned data. The Gallup Healthways Well-Being Daily Tracker poll is unique in its ability to provide information on the well-being of adults in all 50 states of the U.S. Beginning in 2008, Gallup began collecting 55 data points along six dimensions of well-being: life evaluation, emotional health, physical health, healthy behaviors, work environment, and basic access. The Gallup data are collected by interviewing no fewer than 1,000 U.S. adults nationwide each day. Thus, the data currently include responses from more than 1,000,000 adults around the U.S. The data are weighted by gender, age, race, ethnicity, education, region, number of adults in the household, cell-phone only status, cell-phone mostly status, and phone lines. Furthermore, the NEA's Office of Research and Analysis needs a pre-existing database of well-being indicators that provides statistically reliable measures of well-being in all 50 states through at least two (2) years, extensive documentation of this-database, including a description of collection procedures, calculations of weights, and variable coding, and a recognition by the public as a reliable source for data on well-being. This notice is for informational purposes only. This notice of intent is not a request for competitive quotes/proposals nor will a formal solicitation be issued. Vendors may identify their interest and submit a capability statement demonstrating their ability to fulfill this requirement. Capability statements must be submitted to contracts@arts.gov no later than 5PM EST August 21, 2012. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any cost incurred in preparation of capability statements.
