Description
This announcement is to amend the solicitation to post the questions and answers addressed at the site visit held on 15 August 2012 for the Mt. Baldy: Indiana Dunes NL project located in Porter, Indiana. Pre-Bid Site Visit Record for: Provide, Transport, and Install Native Marram Grass (Ammophila breviligulata) at Mt. Baldy: Indiana Dunes National Lakeshore Date: August 15, 2012 Time COTR Arrived at Site: 8:45 AM Central Time Group Departed from Parking Lot for Site Visit: 9:16 AM Central Time Site Visit Completed: 10:28 AM Central Questions Asked and Answers Provided by COTR: Q: Could plants to be used for the project be collected from Indiana Dunes National Lakeshore? A: No, the contract requires that the contractor provide the plants. Q: Are all planting areas in restricted areas? A: COTR showed contractors the map and described that the planting areas are behind a post and cable barrier. Q: Is the contract a multiple-year contract? A: COTR read a portion of the statement of work and stated that one option could be awarded in the initial year and additional options awarded in following years. Per the solicitation Line Items this contract will have 2 or 3 option years. Q: Do the measures of area provided account for the slope? A: COTR stated that the area was calculated using GIS software and that he did not know if GIS accounted for the slope. Q: Do you (COTR) know if the entire project would be awarded? A: COTR stated that he could not answer that question. The project will be awarded as an IDIQ (definite quantity definite delivery). This project is funded for the fiscal year (FY) 2012 portion but upon the availability of funds for the continuing fiscal years (FY13-15). Q: Can ATV's be used? A: The COTR showed Map 2 from the statement of work and explained the access through NIPSCO property, the end point for vehicle access, and the ATV access route as shown on the map. Q: Do you (COTR) know if there is an adequate supply of plants available for the project from vendors? A: COTR stated that he does not know. Q: Who is responsible for identifying the boundaries of selected options? A: COTR stated that National Park Service staff would flag the boundaries. Q: When will the questions asked at the site visit be answered, how will they be posted, and will the due date for submitting bids be extended? A: The group phoned the CO who stated that the questions and answers would be posted to the website by Friday, August 17, 2012 and that the due date for submitting bids was Monday, August 20, 2012. Questions Asked and not Answered by COTR (proposed answers provided by COTR in this document) Q: How will the required 80% survival be assessed? A: COTR stated that because the answer to the question was not covered in the statement of work, he would consult with the CO and provide an answer. (Proposed answer: A walk through of the project area will be conducted during the growing season following planting. If a significant amount of mortality is observed, the level of mortality will be estimated by counting live and dead stems in multiple plots in random areas throughout the project area.) Q: Since it is a public site, what happens if the public digs up plants or damages them? A: COTR stated that because the answer to the question was not covered in the statement of work, he would consult with the CO and provide an answer. (Proposed answer: The contractor will not be responsible for replacing plants removed or damaged by the public.) Q: If contractor has a private source of plants, what is the process for verifying the source of the plants? A: COTR stated that he would need to check to find the answer to that question. (Proposed answer: As stated in the statement of work section 6A, "The genetic origin of the plants provided must be within 150 miles of Mt. Baldy: Indiana Dunes National Lakeshore and within 10 miles of the shores of Lake Michigan." Plants whose genetic origin cannot be determined to the satisfaction of the CO and COTR will not be accepted. Furthermore, if the proposed plants are from previously restored (planted with Marram grass) sites, documentation of the source of the plants used in the restoration will be required.) Q: Can ATV's be used within the unit? A: COTR read from the statement of work (6 B). COTR stated that he would check and get an answer about ATV travel up the slope of Mt. Baldy in areas that are currently unvegetated. (Proposed answer: As stated in the statement of work section 6B, "All off-road travel shall be approved by the CO or COTR. Equipment shall only be operated on portions of the work sites devoid of native vegetation and shall not be driven over existing native vegetation unless approved by the CO or COTR." ATV use will be allowed up the slope of Mt. Baldy on a limited basis for the purpose of transporting planting materials and tools to an area nearer the planting locations. ATV use will not be allowed within any of the planting option areas. ATV use will be monitored by NPS staff. The NPS reserves the right to ban ATV use if damage occurs.) Q: What are the contractor's responsibilities for planting or removing existing vegetation in areas where there is existing vegetation other than Marram grass? A: COTR stated that he would find out the answer to that question. (Proposed answer: The contractor will not be responsible for removing any plants from the worksites. Marram grass plants are to be installed at an interval of one per square foot. If any given square foot is covered 50% or more, by another live plant, that square foot need not be planted with Marram grass.) Q: Will there be a defined planting season with specific dates? A: COTR read from the statement of work section 7 which states that the first award must be completed before December 14, 2012. COTR stated that he would find out if other specific dates would be defined. (Proposed answer: Other than the December 14, 2012 due date, no other specific dates have been defined. Other dates may be defined in the future based on the contract award date(s), seasonal weather variability, and resulting seasonal availability of plants for harvest.) Questions Asked and not Answered (answers to be provided by CO) Q: What if supply of plants becomes an issue (adequate supply of plants is not available)? A: COTR stated that he would have to find out the answer from the CO. Then the task order for continuing services may not be submitted to support the SOW planting for option areas. Each option area should be priced as per the Bid Schedule attached. As funding is available for each additional year on the project different option areas will be funded on a task order. At any time during that planting season if plants are not available the vendor will only be paid for what has been planted.
