Description
The US Fish and Wildlife Service, Region 1/8 in Portland, Oregon intends to award a Sole Source contract under statutory authority 41 U.S. C. 253(c)(1), set forth in Federal Acquisition Regulation 6.302-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. for 3 months with 2 option years not to exceed $250,000 total, to facilitate the development of fish monitoring and restoration plans with the partners, as well as lay out a plan for implementing and managing elements identified with in the The Klamath Basin Restoration Agreement (KBRA) and the Klamath Hydroelectric Settlement Agreement. This process involves not only the 20-plus federal, state, county, tribal, and NGO parties who, with the facilitator's substantial assistance, negotiated the draft Klamath Basin Restoration Agreement (KBRA) released in early 2008, but additional parties as well. Ed Sheets, the facilitator of the settlement process since April of 2007 (Ed Sheets Consulting, 3055 NW Cumberland Road, Portland, OR 97210) was originally selected by consensus by all of the parties to the Klamath Settlement Group. He has established a relationship with and the trust of the parties to the agreement. He is familiar with all of the issues and the complex relationships between the parties, and because he is already regarded as a neutral facilitator in these complex issues, his continued involvement would greatly increase our chances for success. His expertise in energy, fisheries, and water resources has been essential in dealing with the many issues in the Klamath Agreements. At this time, he is uniquely qualified to conduct the tasks proposed based on his direct experience and his placement and acceptance by parties to the KBRA. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 2:00 p.m. EST on August 26, 2012. Faxed and emailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
