Description
MODIFICATION - To correct the solicitation number in the last paragraph. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Sigma-Aldrich Corporation, 3050 Spruce Street, Saint Louis, MO 63103-2530 to provide chemical compounds in accordance with the following information: The NIH Chemical Genomics Center (NCGC) in collaboration with the Environmental Protection Agency (EPA) and NIEHS Triangle Park (NTP) is in the process of obtaining all known chemical compounds currently on the list of Federal Drug Administration (FDA) approved chemical compounds that are to be used on clinical trials within the US. This unique library of compounds - 90% being marketed drugs and 10% bioactive alkaloids or related substances - is needed for the compound management group for assay development. Working in partnership with the public and private sectors, the Center will develop innovative ways to reduce, remove, or bypass these bottlenecks. This will speed the delivery of new drugs, diagnostics, and medical devices to patients. One way to speed the delivery of therapeutics for diseases is to repurpose FDA approved drugs. This is one of the mandates of TRND (Therapeutics for Rare and Neglected Diseases) which is a component of NCATS. These drugs have already been proven safe in human trials and have passed several other drug metrics that to find a new indication for them would bypass many of the hurdles in novel drug discovery. The Center needs to acquire these compounds at larger quantities than what is available in less expensive alternative pre-plated libraries. This is a library of 225 compounds that have reached clinical trial stages or beyond in the USA. Most of these requested compounds are only available through Sigma-Aldrich. Chemical libraries such as this one are required to perform small-molecule compound screening against biological targets. This initial screening will provide hits that will then be used as starting points for a probe optimization program which will rely on medicinal chemistry expertise. It can be noticed that, if the initial hit has sufficient affinity for the target, it could be immediately tested in patients. This is the primary activity that TRND is performing. The compounds needed for the collection are only available by from Sigma-Aldrich. These active compounds were selected for their high chemical and pharmacological diversity as well as for their known bioavailability and safety in humans. This copyright library is specially designed to reduce the risk for low quality assay hits, and to reduce the costs associated with initial screening. It is to replace the aging library that is now reduced and missing portions making it not practical for use on ongoing projects. Most of the data is tied to this library so the replacement is essential to provide ongoing scientific integrity for these projects. A continued use of this library is necessary for the science. The Center has searched databases for these compounds and found that no other vendor can provide the unique compounds in not only the purity required but also the amount that will sustain the Center's needs as well as future NIH collaborators. The delivery date is thirty (30) days from date of contract award. The delivery point is the National Institutes of Health (NIH), National Center for Advancing Translational Sciences (NCATS), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 325998, All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a small business size standard of 500. However, this solicitation is not set aside for small businesses. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-60 (July 26, 2012). Interested parties may identify their interest and capabilities in response to this synopsis by August 20, 2012 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
