- Due to the exclusive availability only to this vendor, this is a Notice of Intent to Issue a Sole Source order to Honeywell International Inc. The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the United States Army Garrison (USAG) Fort Detrick intends to issue a Firm Fixed Price Purchase Order for Data Acquisition System (DAS) Software Support. The Cirrus software allows Fort Detrick to run an existing Honeywell Cirrus continuous emissions monitoring system (CEMS) which monitors operating parameters for various pollutants continuously. USAMRAA intends to award this contract on a sole source basis with Honeywell International Inc. in accordance with 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304(C)(1). This announcement constitutes the only notice. A written solicitation will not be issued. Interested persons may identify their interest by submitting a capability statement, proposal or quotation. This Special Notice of Intent is not a request for competitive quotes. However, the Government will consider all quotes received by the closing date specified in this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement is in the best interest of the Government. If no written responses are received at least fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
