- Description
- This notice serves as a presolicitation notice for a P5 Combat Training System (P5CTS) production contract scheduled for award in FY13. The Air Force Life Cycle Management Center (AFLCMC), Range Instrumentation Branch (EBYC), Eglin AFB, FL intends to award a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Cubic Defense Applications, Inc, 9333 Balboa Avenue, San Diego, CA 92123-1515. The effort is for the procurement of the Pods with necessary ground subsystems and airborne subsystem equipment for the Air Force and Air National Guard. The only known responsible source that can satisfy this requirement is Cubic Defense Applications, Inc., the original P5CTS manufacturer. Cubic possesses the required knowledge and ability to meet the Government's requirements that could only be gained by years of experience in manufacturing the P5CTS. Cubic has specific and detailed knowledge and experience with P5 software, pod design and special test assets, No Technical Data Package (TDP) is available. FAR 5.207(c)(16)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any capability statement will need to demonstrate how the source can provide a qualified P5CTS without substantial duplication of costs to the Government. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
