- COMBINED SYNOPSIS/SOLICITATION Support Services (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFKST40-12-06061PMF (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, effective July 26, 2012. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541690. The small business size standard is $6.5. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 00001 National Fish Habitat Partnership Support (VI) Description of requirements is as follows: National Fish Habitat Partnership Support The National Marine Fisheries Service (NMFS) is mandated by the Magnuson-Stevens Fishery Conservation and Management Act to conserve and manage our nation’s marine living resources. The NMFS Office of Science and Technology (ST) advocates for and ensures sound scientific basis for NMFS’ resource conservation and management decisions. The ST Assessment and Monitoring Division is home to the habitat science program and leads ongoing initiatives to increase support for habitat science and improve the quantity and quality of habitat science produced by the agency to support resource conservation and management efforts. Specifically, ST is responsible for working with the NMFS Office of Habitat Conservation to coordinate NOAA’s work with the National Fish Habitat Partnership (NFHP). In particular, ST coordinates NOAA’s scientific contributions to NFHP, working with the NFHP Science and Data Committee, other assessment teams, and the regional Fish Habitat Partnerships on the development of national habitat assessments every five years and other science-based habitat projects. ST is leading the ongoing development of the marine (estuarine, coastal, and offshore) components of the next national assessment, scheduled for completion in 2015. Contract support is required to assist in the development of the first phase of the 2015 NFHP marine assessment, specifically for initial data collection and processing efforts. Tasks Key tasks include, but are not necessarily limited to, the following: · Background research: Literature searches and reviews as required contributing to ongoing habitat assessment efforts for the Gulf of Mexico and other regions. · Data collection: Seek out and obtain data on physical habitat variables, anthropogenic stressors, and response variables (including fish and shellfish abundance and diversity). Data may be obtained from publically available sources such as publications, peer-reviewed literature, and the internet, or may be sourced by working with NFHP collaborators in government agencies, individual states, NGOs, and academia who are willing to share data. · Data processing: Clean (e.g. no blank data fields, all leading zeroes included, etc) and process data as necessary to prepare it for use in habitat statistical models. Includes quality assurance/quality control tasks to ensure complete and correct data. · Data management: Manage individual data sets and make available for assessment team use. Build and maintain linked Access databases and receive and merge datasets as necessary to manage the large volume of data associated with this type of project. · Geoprocessing: Tasks performed in ArcGIS as necessary to the assessment. May include work on the NFHP coastal framework, existing data sets, newly obtained datasets, or otherwise. · Team collaboration: Collaborate with the NFHP coastal assessment team on pending decisions regarding the marine assessment data, direction, model, and other important factors. Review and provide comments on assessment-related documents as necessary. Expertise Key areas of expertise include the following: · Master’s of Science in fisheries, aquatic sciences, or a related field · 5 or more years of experience working in fisheries or aquatic sciences, including some policy experience · Familiarity with the National Fish Habitat Program, the associated Fish Habitat Partnerships, and the 2010 Fish Habitat Assessment; intimate knowledge on the coastal and marine portion of the 2010 Assessment. · Working knowledge of relevant Federal and NOAA ecosystem related programs and NOAA staff expertise · Intimate knowledge and understanding of ecosystem, fishery, and aquatic science subject matter and terminology · Strong interest in habitat-related issues and previous experience working on ecosystem or habitat assessments · Working knowledge of multivariate statistics, programming in R, ArcGIS, ArcView, and Access databases · Strong understanding of geographic data, landscape ecology principles and experience using geographic information systems · Experience writing queries in ArcGIS and Access databases · Coursework in graphic information systems, landscape ecology, and aquatic food webs · Authorship on habitat and/or conservation publications · Ability to work independently and strong time management skills as well as work effectively in interdisciplinary teams and collaborative settings IT Security The contractor must meet the Department of Commerce IT Security Program Policy and Minimum Implementation Standards (found at http://www.osec.doc.gov/cio/ITSIT/DOC-IT-Security-Program-Policy.htm ). The contractor must also adhere to NOAA and NMFS security policies (found at https://www.csp.noaa.gov/policies/ ). Travel No travel is expected or authorized for this work. Several meetings with NOAA personnel at the Northwest Fisheries Science Center in Seattle, Washington will be required. Period of Performance The period of performance is from the date of contract award (approximately October 1, 2012) through April 30, 2013. Level of Effort The Office of Science and Technology expects this work will require approximately 700 hours by one individual. Place of Performance Work will be conducted at the facilities of the Contractor in or near Seattle, Washington. (VII) Date(s) and place(s) of delivery and acceptance: Period of performance shall be October 1, 2012 through April 30, 2013 Work will be conducted at the facilities of the Contractor in or near Seattle, Washington (i.e. within commuting distance of the Northwest Fisheries Science Center). In addition to written price quotes, offers are instructed to provide descriptive literature, capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), past performance references. (IX) FAR 52.212-2, Evaluation – Commercial Items (JAN 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: 1) Price: Be sure to carefully address all elements in this RFQ so that your quotation can be fully evaluated. 2) Past Performance - Your RFQ should include at least three past performance references (include names and phone numbers and point of contact). Past performance will be evaluated in terms of timeliness, customer service and general professionalism. 3) Experience – please provide summaries of experience from past services. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (APR 2012) with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov. (XIII) The following clauses are also applicable to this acquisition: 52.223-10 Waste Reduction Program. As prescribed in 23.706(a), insert the following clause: Waste Reduction Program (MAY 2011) (a) Definitions. As used in this clause— “Recycling” means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion. “Waste prevention” means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials. “Waste reduction” means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products. (b) Consistent with the requirements of section 3(e) of Executive Order 13423, the Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor’s programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act ( 42 U.S.C. 6962, et seq.) and implementing regulations (40 CFR Part 247).
