Description
THE PURPOSE OF THIS SOLICITATION MODIFICATION is to provide an updated SOW that adds a paragrah to the Background section in order to provide clarity for the ARNG requirements. No other changes have been made. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is SUBJECT TO AVAILABILITY OF FY13 FUNDING. The National Guard Bureau intends to solicit "sole source" service maintenance and repairs on equipment for the Army National Guard Aviation Division (ARNG-AV) Repair and Sustainment of Wulfsberg FLEXCOMM Series Radio Communication System. 1) Description: ARNG-AV maintains the Wulfsberg Radio Equipment on board OH-58 Kiowa Aircraft/UH-60 Blackhawk Aircraft. These radio systems are required for border and Global War On Terrorism (GWOT) operations whether CONUS/OCONUS based. The most recent Operation Jump Start Mission Equipment Package is made up of entirely Wulfsberg RT-5000 Radio systems. Wulfsberg RT-5000 Radio system is Army National Guard (ARNG) currently fielded and approved radio communication system. Installation and Airworthiness Operations were previously approved by Aviation and Missile Command (AMCOM) for use on all ARNG-AV aircraft. Therefore, Wulfsberg, the OEM, is the only vendor source approved to provide system repair and sustainment to include upgrades, and training in a timely manner to sustain mission demands. 2) Description of Requirement: ARNG has a requirement for a "sole source" solicitation to Wulfsberg Electronics, the Original Equipment Manufacturer (OEM) for a maintenance service/repair contract for repair-and-retrun to service Wulfberg FLEXCOMM I/II Communication Radio Systems installed on ARNG aircraft. The maintenance repair, system upgrades, and technical support capability is needed in order to sustain operational readiness to all ARNG units that have within their wssigned equipment inventory, Wulfsberg Avionics Radio Communication Systems. Repair work will range from basic antenna shielfing through full system repair, to include circuit card and module repairs, including system upgrades. Most if not all of the systems is either outside of the initial warranty or within 180 days or less from the latest systems fielded in support of Operation Jump Start (OJS). The period of performance for this requirement is one year. 3) Authority Cited: Requirement for justification of this sole source action is the following: Only one responsible source and no other supplies or services will satisfy agency requirements [FAR 6.302-1(b)(2)]. Respectively, when the work provided for in the contract is a continuation of the work performed by the specified entity under a preceding contract [FAR 6.302-5(c)(1)(iii)(A)]. Wulsberg Electronics is the owner equipment manufacturer, the sole proprietor, and the only company authorized to repair their own equipment. The only source authorized by Aviation and Missile Command (AMCOM) to provide service, repair, upgrade for Wulfsberg system on ARNG aircraft. 4) Point of Contact: Ms. Chelsea Mazzella (contractor), Chelsea.mazzella@us.army.mil, 703-607-2172. 5) Place of Performance: CONUS 6) Period of Performance: 01 October 2012 - 30 September 2013. 7) This requirement is SUBJECT TO AVAILABILITY OF FISCAL YEAR 2013 FUNDING.
