Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Los Gatos Research, Inc. of Mountain View, CA for a Carbon dioxide Isotope Analyzer instrument that can make simultaneous measurement of the isotopes of CO2 that include 13C and 18O. **** The sole source determination is based on NOAA's requirement for this instrument to correct for apparent errors of single absorption line response instrumentation that are used in field measurements and calibration gas manufacturing. The single line response instruments measure only the C12 O16 O16 isotopologues of CO2. Isotopic composition represent a missing component of the total atmospheric measurement of CO2 that needs to be quantified in each atmospheric sample to determine the total climate forcing of CO2. Additionally, the isotope measurements are needed in manufacturing calibration gases for measurement intercomparisons in support of NOAA's contribution as the Central Calibration Laboratory (CCL) for World Meteorological Organization (WMO), Global Atmosphere Watch (GAW) for CO2, CH4, N2O, SF6, and CO. There are multiple sources of Carbon Dioxide Isotope Analyzers for 13C, however there is only one known instrument that can measure both 13C and 18O simultaneously that will fulfill NOAA's requirement. Delivery Date is September 21, 2012 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
