SOURCES SOUGHT NOTICE: ITC-SN-12-0003 THIS SOURCES SOUGHT is for planning purposes only and is a market research tool to determine availability and adequacy of potential small business sources. The United States International Trade Commission (USITC) requires access to a database which includes extensive company level data to support mission-related international trade research and analysis. The database would support a range of investigative purposes, including the testing and distribution of survey instruments, the measurement of barriers to trade in services, and the scoping of market conditions. This announcement is to identify potential interested firms that are classified under the following small business programs: (1) Service-Disabled Veterans-Owned Small Business (SDVOSB), (2) Veteran-Owned Small Business (VOSB), (3) HUBZone, (4) Section 8(a), (5) Small Disadvantaged Business (SDB), (6) Woman-Owned Small Business (WOSB) and (7) Total Small Business Programs. The database shall be accessible through the Internet and shall accommodate at least 1 USITC user through an internet link accessible anywhere. A single license for unlimited use of the database, including any databases from sub-vendors integrated into the database, shall be provided through an annual subscription fee. The USITC intends to download data into Excel spreadsheets for internal review and manipulation. The contractor shall provide technical help and expert training as required throughout the period of performance. Performance Requirements: •Robust country coverage, distributed across low, medium, and high income countries, approximating at least 70 percent of the 195 countries recognized by the U.S. Department of State •Comprehensive industry coverage, including services, manufacturing, agricultural, and natural resource industries and including both small and large companies •Data shall be available for both public and private companies •General contact information, including mailing and e-mail addresses, phone numbers, and website addresses •Industry classification codes, including North American Industry Classification System codes among other local and international codes •For listed companies, detailed financial information, including cash flow, balance sheets, profit and loss accounts, and standard financial ratios, spanning no less than 5 years •All company information must be in a standardized format that corrects for cross-country differences in filing regulations and accountancy practices •Ownership information, including shareholdings and subsidiaries, direct and indirect ownership, ultimate owner, and corporate group •Sufficiently detailed company coverage to allow econometric analysis of like firms at a level equivalent to no less than the 4 digit NAICS •Information on companies' merger and acquisition activity •Information on companies' employment, spanning no less than 5 years •Access to annual, interim, and quarterly company reports •Downloading capability for information on thousands or tens of thousands of firms simultaneously into broadly available spreadsheet, graphic, and statistical software All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. The Government will not provide reimbursement for any information submitted. The businesses responding to this Sources Sought Notice must provide a Statement of Capabilities addressing the following: 1. Demonstrate the skills, experience, knowledge, and capabilities necessary to perform the support service for the requirements as specified within this Sources Sought Notice. Statements should address the specific requirements as specified within and identify the firms' specific skills, experience, knowledge, and capabilities to complete this requirement.
