- Special Notice It is the intent of the National Archives and Records Administration (NARA) to enter into a sole source, firm fixed price contract with Crowley Micrographics, 5111 Pegasus Court, Suite M, Frederick, MD 21704-8318, to purchase maintenance and software support services for scanners and archive writer. The proposed contract action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS code is 325992. The period of performance is date of award through 12 months with four option periods of 12 months each. The anticipated award date is September 30, 2012. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals no later than 12:00 PM EST September 6, 2012. This notice of intent is not a request for competitive proposals. However, all proposals received after the date of publication of this synopsis and prior to 12:00 PM EST September 6, 2012, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in responding to this notice. See Attachment 1 - Performance Work Statement See Attachment 2 - Justification for Other Than Full and Open Competition Attachment 1 PERFORMANCE WORK STATEMENT FOR Maintenance and Software Support for Scanners and Archive Writer 1.0 GENERAL DESCRIPTION OF SERVICES The Digitization Services Laboratory (IDS) of Information Systems (IS) of the National Archives and Records Administration (NARA) is seeking a vendor to perform maintenance and software support for Eight (8) Zeutschel Camera A2 Color Scanners Two (2) Zeutschel Camera A1 Color Scanners Eight (8) Mekel Microfilm Rollfilm Scanner (Mach IV) Two (2) Mekel Microfilm Microfiche Scanner (Mach VII) One (1) Archive Writer (OP500) One (1) Inotec High Speed Document Scanner (MO6) 2.0 BASIC REQUIREMENTS 2.1 Maintenance and Support for Equipment and Software General Requirements: Qty Services 21 Maintenance and support for microfilm roll scanners, microfiche scanners, overhead document scanners, Archive Writer and applicable software. 2.2 Equipment The Information Digitization Services Laboratory has the following Zeutschel, Mekel scanners and Archives Writer equipment: • Two (2) A1 Zeutschel overhead scanners (SN-53176, SN-53178) • Eight (8) A2 Zeutschel overhead scanners (SN-53370, SN-53391, SN-53366, SN-53371, SN-53368, SN-53369, SN-53392, SN-53367) • Eight (8) Mekel Mach IV Microfilm Roll Scanners (SN-71103, SN-71102, SN- 70906, SN-71101, SN-71213, SN-71211, SN-71214, and SN-71212) • Two (2) Mekel Mach VII Microfiche Scanners (SN-71101, SN-71202) • One (1) Archive Writer (SN-NR53559) • Inotec High Speed Document Scanner (MO6) (SN-1077 J18) • Software and firmware upgrade for Omniscan and Fastfiche software. 2.3 Maintenance and Support Specifications The maintenance and support for the scanners and software shall include the following: • Technical support via telephone and internet - Monday through Friday (excluding Federal Holidays) 8:00AM to 6:00 PM Eastern Standard Time (normal hours for IDS lab operations) - response within 4 business hours for critical issues (for example, if scanner is not operational) and within 8 business hours for non-critical issues. • After determination by Vendor and NARA of parts required, Vendor will ship parts within 16 hours. • On-site labor if deemed necessary by Vendor will be provided within 2 business days from service call during normal business hours 8:00 am - 6:00 pm. • Routine updates (Ver.. x) to firmware and software shall be provided immediately after release. • No less than 3 annual preventive maintenance visits during contract period. • Pertinent software licenses will be renewed annually for equipment listed under 2.2. • No less than 3 scheduled preventive maintenance visits per year, including but not limited to, Software and Firmware updates, adjustments of focus guides glide brakes, adjustment of focus drive, adjustment of reflective focus and of glass plate drive. 3.0 PLACE OF PERFORMANCE Services must be performed at, and equipment will be delivered to, the following location: National Archives and Records Administration Information Digitization Services (IDS) Labs, Room B-800 3301 Metzerott Road College Park, Maryland 20740 Entrance for delivery will be via Metzerott Road. 4.0 PERIOD OF PERFORMANCE The period of performance will be for a base year and four one-year option years. 5.0 HOURS OF OPERATION Work must be undertaken during regular business hours, 8 am - 6 pm Eastern Standard Time, Monday through Friday, unless mutually agreed upon by NARA Contracting Officer's Representative (COR) and the Contractor. 6.0 TASKS AND DELIVERABLES The deliverables are discussed in paragraph 2.3 above. The Government will not reimburse the contractor for any travel cost incurred as a result of the support services performed under the contract. Attachment 2 I. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A "JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION" See Page 1. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED NARA seeks to award a sole source purchase order for the maintenance of hardware and software upgrades on existing Mekel Scanners, Zeutschel Archive Writer, and Zeutschel Color Document Scanners manufactured and serviced by the Crowley Company. Crowley Company is the only distributor and service provider for this equipment in North America. The service and software agreement should include but not be limited to service visits when a service call is placed. Three (3) preventive maintenance visits within the contract year will be required for new software versions upgrades when available. III. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS (INCLUDING THE ESTIMATED VALUE) The estimated cost for software upgrades, installation, and maintenance support for the base year is. A 3.43% escalation factor was used based on current Bureau of Labor Statistics Consumer Price Index for the southern region. Option Years One through Four include software maintenance and upgrades for eight scanners currently covered under NAMA-NW-10-M-0004 during the base year of the new effort which is why there is a greater increase in cost between the base year and Option Year One than between the remaining option years. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION. 41 U.S.C. 3304(a)(1) -"Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by FAR 6.302-1. V. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED This acquisition meets the authority of FAR 6.302-1 which states that this authority may be used "when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provide for." See paragraph II above. VI. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS REQUIRED BY SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION UNDER 5.202 APPLIES. Market research conducted via web-search and contacting other microfilm scanning equipment providers confirms the Crowley Company is the sole provider of upgrades and service support for the existing Mekel Microfilm Roll Scanners, Zeutschel Archive Writer, and Zeutschel Color Document Scanners. VII. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE The value of this purchase is estimated to be $ for the base and four 12-month periods. Cost risk is considered minimal since the minimum price of the maintenance support for the existing Mekel Microfilm Roll Scanners, Zeutschel Archive writer, and Zeutschel Color Document Scanners are within the price range currently quoted. VIII. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE PART 10) AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED Market research conducted via web-search and contacting other microfilm scanning equipment providers confirms the Crowley Company is the sole provider of upgrades and service support for the existing Mekel Microfilm Roll Scanners, Zeutschel Archive Writer, and Zeutschel Color Document Scanners. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION. SEE FAR 6.303-2(a)(9) None. X. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE ACQUISITION None. XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED The agency will remain abreast of changes in the availability of upgrades and support for this equipment; for example, availability via authorized re-sellers and distributors, as well as offerings via GSA schedule.
