- Class Justification For Other than Full and Open Competition The United States Coast Guard Research and Development Center in collaboration with the University of Southern California's Center for Risk and Economic Asseessment of Terrorism Events (CREATE) developed the Port Resilience Operational/Tactical Enforcement to Counter Terrorism (PROTECT) Model. The scope of this effort involves developing a turnkey PROTECT model for delivery to the USCG RDC Modeling and Simulation Center of Excellence (MSCOE) including training and support MSCOE personnel to deploy the model to the Los Angeles/Long Beach port.
