GENERAL INFORMATION Document Type: Pre-Solicitation Solicitation Number: FA7000-12-R-0004 Posted Date: 25 July 2012 Acquisition: Unrestricted NAICS Code: 315222 FSC Code: 8405 CONTRACTING OFFICE ADDRESS Department of the Air Force, Direct Reporting Units, USAF Academy - 10TH Contracting Squadron, 10 CONS/LGCB, 5226 Cedar Drive, USAF Academy, CO, 80840 DESCRIPTION This is a pre-solicitation notice for a base plus four option years for the manufacturing Air Force Academy Officer, Mess Dress and Parade uniforms in accordance with (IAW) United States Air Force Academy (USAFA) Specifications and Letter of Exceptions. The Officer uniform consists of Men's Officer Coats, Women's Officer Coats, Men's Officer Trousers, and Women's Officer Slacks. The standard of fit for this uniform is according to Publication AFI 36-2903. The garments are required to form/fit and the appearance standards have to be maintained by the cadets as they graduate into the Air Force. The Mess Dress uniform consists of Men's Mess Dress Jackets, Women's Mess Dress Jackets, Men's Mess Dress Trousers and Women's Mess Dress Skirts. The garments are also required to form/fit and the appearance standards have to be maintained by the cadets. The Parade uniform consists of Men's Parade Jackets, Women's Parade Jackets, Men's Parade Trousers, Women's Parade Slacks, Men's Special Program Trousers, and Women's Special Program Slacks. The Parade uniform will only be included in the second, third and fourth option year, because the Government currently has a contract for the Parade uniform that does not expire until 31 May 2014. The uniforms are made to measure. The amendment is to correct the minimum/maximum guarantee from: Minimum Order Limit: The resulting contract awarded from issuance of this solicitation and evaluation of the offers assigns a minimum guarantee of $150,000.00 for the life of the contract to: Minimum Contract Guarantee: The resultant contract awarded from issuance of this solicitation and evaluation of offers assigns a minimum guarantee of $150,000.00 for the life of the contract. Maximum Order Limit: The maximum ordering limit is $5,500,000.00 for the life of the contract to: Maximum Contract Guarantee: The resultant contract awarded from issuance of this solicitation and evaluation of offers assigns a maximum guarantee of $5.5M for the life of the contract. The base year performance is 1 October 2012 or date of award, which ever is later through 30 September 2013 to include for four one-year options. The Berry Amendment (DFARS.252.225-7012) and Buy American Act (DFARS 252.225-7001), both apply to this acquisition. The basic material for the outer shell of the Officer and Mess Dress uniforms will be supplied by the Government as Government Furnished Material (GFM) for the base year of the contract only. The basic material for the outer shell of the Parade uniforms will be supplied by the Government for the second, third and fourth option years, as the Parade uniform will only be included in these option years of the contract. Delivery FOB destination to USAF Academy CO 80840. The North American Industry Classification System Code (NAICS) is 315222 and the small business size standard is 500 employees. This acquisition is unrestricted. It is anticipated the solicitation will be issued electronically on or about 13 Aug 2012 on the Federal Business opportunities (FBO) web page at http://www/fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with Central Contractor Registration (CCR) or may not be considered for award. Registration can be accomplished at http://www.ccr.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitation as part of the proposal submission process. Representation and Certification are to be accomplished in the database at https://orca.bpn.gov/. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. This acquisition will use FAR Parts 12 and 15 procedures and the evaluation criteria will be based on a competitive best value source selection using Performance Price Tradeoff (PPT). The resultant contract will be a single source, Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed type contract. Those contractors who are interested in this acquisition must get certified through Department of the Air Force, Human Systems Center Clothing Division located at Wright Patterson Air Force Base, OH 45533-7009 for both Men's and Women's Officer and Mess Dress uniforms. Certification through Wright Patterson is not required for the Parade uniforms. 5352.201-9101 OMBUDSMAN (April 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
