- Description
- The U.S. Geological Survey, Oklahoma Water Science Center has a requirement for stream flow classification software and research services to support the current study, The Citizen Potawatomi Nation for the development of a comprehensive water resources plan for social and economic development that honors the environmental protection and sustainability of tribal lands and resources. The Citizen Potawatomi Nation (CPN) and the USGS OKWSC will collect and analyze information for the development of water resources within the four Planning and Economic Development Zones (PEDZ) within the 900 square mile CPN reservation by conducting a Water Supply and Demand Analysis, completing a Water Demand and Economic Analysis and by Scientifically assessing the quantity, quality, and location of current and potential water resources to projected demand for the next 50 years. The USGS has been contracted to help the CPN with the development of this plan by obtaining and updating water-qulaity information in the tribal jurisdiction area. There are six main tasks associated with this plan; (1) Digital Hyrdologic Atlas, (2) Data Synopsis/Literature Review, (3) Surface-Water Quality Sampling, (4) Existing Wells Water-Quality Sampling, (5) Water Simulation and Optimization Model, (6) Water Quality report and Summary. To accomplish task 5, the USGS OKWSC requires stream flow classification software to optimize water simulations of a groundwater surface water integrated hydrology model. The specifications needed for the software are as follows: -A daily flow database with all USGS gages within the State of Oklahoma. Each gage in the database will be split into altered, unaltered periods of record if present. The daily flow periods of record are accessible for analysis described below in addition to supplemental data for each gage. -Import new daily flow in USGS or a generic comma separated variable format. -Imported data will be classified into one of the National stream types. -Batch input flow data as project data and batch input flow data directly into database. -Evaluates imported flow records to determine if the record has been altered using six metrics. This task is done to establish a baseline (reference) time period to evaluate past, present, and simulated proposed water management alternatives. -Graphically displays stream flow data on an annual (12 levels of resolution) and monthly (7 levels of resolution) basis. - Graphically displays annual hydrographs at various percentile levels as well as base flow and monthly distribution of volume. -Calculates and displays flood frequency plots. Calculates and displays center of volume plots. -Calculates and displays an environmental flow signature for each stream. -Computes standard statistics for the data displayed. -Displays exceedence plots for the flow data. -Allows comparison of up to 12 stream flow index values for different stream reaches or periods of record. -Conduct alternative analyses using a unique collection of 89 hydrologic and ecologically relevant indices. -Has facilities for generating water withdrawal, water discharge, and flow by alternatives. -Manage stream reaches and stream types to retain their class characteristics. -Develop and evaluate ecological flow standards based on a class of stream or an individual stream reach. The standards can be used to evaluate alternatives. -Export displayed data as a.csv file for import into EXCEL. -Print or capture graphics for inclusion in reports. -Contains extensive context sensitive help. Based on information available at this time, and in accordance with IAW 13.106-1, the government considers the supplies specified as a sole source from the Environmental Flow Specialist, 2917 Eagle Drive, Fort Collins, CO 80526 and proposes to negotiate with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required supplies are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative response shall be received by this office by close of business August 31, 2012 by 3:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
