- The Army Contracting Command (ACC), Aviation and Missile Command (AMCOM) Acquisition Center, announces an open season to restructure existing teams for all domains under the Expedited Professional and Engineering Support Services (EXPRESS) program. EXPRESS is a Blanket Purchase Agreement (BPA) program based upon the use of GSA Federal Supply Schedules for acquiring advisory and assistance services (including all supervision, labor, incidental materials, and travel). These services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support. The complete scopes of work for each domain may be reviewed on the website listed below. Competitively awarded BPAs have been established in each of the EXPRESS domains as follows: Business & Analytical - 4 each, Logistics - 6 each, Programmatic - 6 each, and Technical - 11 each. The BPAs were established with a provision for an annual open season in which the government may add additional BPA teams or allow existing Prime Contractors/Team Leaders the opportunity to restructure existing teams. The purpose of the current open season will allow the existing EXPRESS Prime Contractors/Team Leaders to restructure existing teams by adding new team members and subcontractors, deleting current team members and subcontractors, changing current subcontractors to team members, changing current team members to subcontractors, and/or revising teaming arrangement(s) to respond to future EXPRESS task order requirements. Parties interested in participating as a team member (GSA Schedule required), subcontractor (no GSA Schedule required) or providing incidental materials (GSA Schedule preferred), are encouraged to pursue appropriate arrangements with the current EXPRESS Prime Contractor/Team Leaders. A list of the current EXPRESS Prime Contractors/Team Leaders may be found on the EXPRESS website located at the following link: http://www.acc.army.mil/contractingcenters/acc-rsa/Express.html This website also contains a link to each BPA team's website for additional information. To restructure teaming relationships on existing BPAs, Prime Contractors/Team Leaders are required to submit one CD-ROM containing the following information: A Team Matrix that identifies added/deleted team members/subcontractors; a revised Attachment 4 (Team File) to include rates through 2017 (ONLY if finalized rates are available on GSA schedule); and a Labor Category Alignment. All submitted documents shall be write-protected or read only. The formats for these documents can be found on the EXPRESS website under the Open Season link.
