RFP - SF1449 Form RFP-Section III (Pricing Sheet) RFP Section IIa (Clauses/Provisions/Certs & Reps) RFP - Section II (SOW) RFP - Section I (Technical and Price Information) This is a 100% SMALL BUSINESS SET-ASIDE The General Services Administration (GSA) requires professional legal services by a law firm with expertise in real estate, hospitality, third-party financing, and ground leases to assist in drafting and negotiating the Lease Agreement with the Preferred Selected Developer (PSD) of the Old Post Office Building, Washington, DC. GSA plans to redevelop the Old Post Office through the enactment of Old Post Office Building Redevelopment Act of 2008 PL 110-359 (HR 5001) ("the Act") and Section 111 of the National Historic Preservation Act of 1966 (NHPA), which allows GSA to enter into leases for assets listed on the National Register of Historic Places. GSA, in redeveloping the OPO, envisions an opportunity to enhance the value of the asset to the United States in accordance with the Congressional mandates which authorize GSA to seek proposals and enter into a lease with a developer, the PSD. The estimated cost is in the $80,000 and $100,000 dollar range. One firm fixed price contract will be awarded. Performance Period for the base contract shall be 365 calendar days from date of award but, except as otherwise provided, not to extend beyond June 2013. This procurement is a SMALL BUSINESS SET-ASIDE for only those small businesses who hold the NAICS Code of 541110 Offices of Lawyers (Small Business Size Standard of $10 Million). The selection process will be best value approach, whereby technical evaluation factors, when combined, are significantly more important than price. The Technical Factors are: Past Experience; Past Performance and Key Personnel and each hold equal importance..
