Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), National Institutes of Health (NIH), for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC) intend to award a single, fixed priced purchase order on a noncompetitive, sole source basis to Accelrys, 10188 Telesis Court, Suite 100, San Diego, California 92121 to purchase Pipeline Pilot software license for the period of (1) one year. This request is the renewal of a yearly software license that will be used at the National Center for Advancing Translational Sciences (NCATS) for the virtual prediction of ADMET and physical chemical properties of all NCATS compounds, including lead optimization compounds and virtual compounds under consideration for synthesis for NCATS medicinal chemists. This suite of software is needed to handle the existing protocols of high-density format assays that have been established by Probe Development. The implementation of this software will enhance the existing technology and protocols and will ensure the highest levels of accuracy and experimental efficiency across all laboratories under the DPI. The software is proprietary to this vendor and they do not distribute to other sources. The requested software will compliment other Accelrys software products currently in use by the Center and must be compatible with this existing platform. This is a sole source purchase as no other vendor can provide these products except for the manufacturer. The requested sopftware software is critical for our ongoing projects and will be aimed at increasing our efficiency of probe development. The software package will include the following: 1. Quantity 1, PR14149-Accelrys Enterprise Platform, License for a company/institution to use AccelrysEnterprise Platform includes usage of Accelrys Enterprise Platform Server on any servers, client side SDKs and server administration 2. Quantity 1, PR14149-Accelrys Enterprise Platform, Maintenance Support Quantity, 1 PR14058-PP, Data Modeling User Collection Full Time Pre-requisites: Pipeline Pilot Professional User Full Time Perpetual 3. Quantity 1, PR14058-PP, Data Modeling User Collection Full Time Maintenance Support 4. Quantity 1, PR14052-Pipeline Pilot Professional User Full Time, Without PR14149 Accelrys Enterprise Platform, the PROclient may only be used to develop protocols for Accelrysapplications Prerequisites: Accelrys Enterprise Platform Perpetual 5. Quantity 1, PR14052-Pipeline Pilot Professional User Full Time Maintenance Support 6. Quantity 1, PR14054-PP Chemistry User Collection Full Time, Prerequisites: Pipeline Pilot Professional User Full Time Perpetual 7. Quantity 1, PR14054-PP Chemistry User Collection, Full Time Maintenance Support This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 541519 and the Size Standard is$25M. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
