Description

Reference Number: NHLBI-CSB-AR-2012-262-CSP Title: Notice of Intent to Award Sole Source to Sigma-Aldrich Corporation for the Zinc Finger Nuclease Compozr® Kits. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a contract, for the Zinc Finger Nuclease Compozr® Kits to Sigma-Aldrich Corporation, 3050 Spruce Street, Saint Louis, MO 63103-2530, under the authority of (FAR) Subpart 13.106-1. "(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The corresponding NAICS code is 325414-Biological Product (except Diagnostic) Manufacturing and the small business size standard is 500 Employees. The basis for the sole source determination: The sole source determination is based upon the fact that Sigma-Aldrich Corporation is the sole source provider of the Zinc Finger Nuclease Compozr® Kits. Sigma-Aldrich currently holds exclusive rights to zinc finger nucleases technology for research purposes under licenses granted and/or sublicensed from Sangamo Biosciences, John Hopkins University, MIT, Scripps, the University of Utah, the MRC and Caltech. Sigma-Aldrich is the only worldwide commercial source of zinc finger nuclease Compozr Kits for research use. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2012-262-CSP and may be submitted electronically NO LATER THAN 1:00 P.M. EASTERN STANDARD TIME August 22, 2012 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
