- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Thermo Electron North America, 1400 N Point Parkway, Ste 10, West Palm Beach, FL 33407-1976, for the acquisition of PinPoint version 1.2 software licenses designed to process computer files generated by existing mass spectrometry instruments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 3 months. This acquisition is sole source to Thermo Electron North America because Pinpoint is the only software program that can be used to process data from all triple quadrupole instruments in use in our laboratory. Pinpoint simplifies the creation of MRM assays by automating the preliminary selection of peptide transitions to be monitored. It predicts proteotypic peptides, determines the best MRM transitions, and builds the TSQ instrument method. We develop protein quantitation methods that require the incorporation of MRM methods into our mass spectrometry experimental method. Pinpoint makes this process easy by taking a protein sequence, doing an in silico digest, and reporting the parent and product ions that should be monitored by the instrument. This makes the development of new quantitative methods faster. In addition, the raw files generated by the entire family of TSQ instruments (including Velos-Orbitrap) can be analyzed using Pinpoint, providing unique data analysis for quantitative method development. The program is fully compatible with the instruments in use in our lab. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Thermo Electron North America. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 49879 referenced in the subject line NO LATER THAN August 30, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
