THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA-133F-12-RQ-1111. The U.S. Dept of Commerce, NOAA, Highly Migratory Species Management Division has a requirement for 2012 Annual New Regional Fishery Management Council Member Training to be held from October 23 through 25, 2012 in accordance with the following Statement of Work. STATEMENT OF WORK FOR FACILITIES FOR THE 2012 ANNUAL NEW REGIONAL FISHERY MANAGEMENT COUNCIL MEMBER TRAINING BACKGROUND/PURPOSE The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (SF) will host the 2012 Regional Fishery Management Council Training in Silver Spring, MD or Washington, DC beginning October 23 through October 25, 2012. Members of these regional fishery management councils (Councils) prepare fishery management plans for marine fish stocks in their respective geographical areas of responsibilities. The Councils were established in 1976 by the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). The Secretary of the Department of Commerce makes appointments to the Councils from lists of qualified individuals nominated and submitted by the governors of the constituent council states or tribal Indian governments. The Magnuson-Stevens Reauthorization Act, signed by the President in January 2007, established a new Council training program designed to prepare newly appointed Council members on the numerous legal, scientific, economic, and conflict of interest requirements that apply to Council members responsibilities and the fishery management process. Council members are required to complete the training within one year of the date of their appointment (August 11 of each year). NMFS is committed to providing timely training for recently appointed Council members within several months of their appointment to the Council. Training is also required to be made available to existing Council members, staff from the regional offices and regional science centers of NMFS, and may be available to committee and advisory panel members, as resources allow. Generally 30 - 35 individuals participate in the training each year. Training sessions are delivered by senior officials and experts from the DOC and NMFS to ensure the Council members and other trainees understand fishery management science and techniques, National Standards, the fishery management council process, codes of conduct, other key information relevant to the matters of the Councils, and to instill the importance of stewardship of our marine fish resources to the Administration and nation. Approximately 60 people are involved over the course of the three day long training, including the Council members, other trainees, training presenters and NMFS staff in charge of the training program. For 2012, NMFS must hold the training in Silver Spring, MD or downtown Washington, DC within walking distance no greater than 5 blocks to a Metro station along the Red Line to allow both quick and easy Metro access for senior DOC, NOAA, and NMFS officials that must make presentations during the training (but are not required to stay the entire day), and for logistical transportation of equipment and materials. REQUIREMENTS/DELIVERABLES 1. The solicitation is for a conference/training facility and sleeping accommodations that are within a 5 block walking distance of NOAA Headquarters in Silver Spring, MD and Silver Spring Metro station or a 5 block walking distance of the Metro DC Red Line in downtown Washington, DC. The sleeping room accommodations facility must provide accessible facilities under the Americans for Disabilities Act, must be FEMA approved, and must meet the requirements listed below. 2. A block of approximately 28 rooms will be needed for the nights of October 22, 23, 24; 6 guest room for the night of October 21, and 15 rooms for the night of October 25. These rooms are not to exceed the Federal Government per diem rate for the Washington, DC or Silver Spring, MD area. The Government will pay for only the number or rooms used. Additionally, a separate block of 6 guest rooms must be available at the normal government rate for the nights of October 21 - 25, 2012. This is not part of the purchase order/contract directly; the attendees using these rooms will be making their own hotel arrangements. 3. A meeting room that can accommodate crescent rounds for 30 individuals (approximately 4 individuals per table), a side table with 3 chairs plus perimeter seating to accommodate an additional 10-15 individuals; and two skirted tables outside the meeting room for use as a registration area for the three days of training. Room set-up for the afternoon of Thursday, October 25 to include a U-shaped set-up with 20 chairs in center of room. Dates and times for the meeting room to be set up and available:  Tuesday, October 23, 2012: 7:30 a.m. - 5:30 p.m.  Wednesday, October 24, 2012: 7:30 a.m. - 5:30 p.m.  Thursday, October 25, 2012: 7:30 a.m. - 5:30 p.m 4. Audio Visual Requirements for meeting room:  Podium and microphone  Microphone system or mixer necessary to service all microphones in the room (4 channel)  Flip Chart Easel with self-sticking backing for posting on the walls.  Lapel microphone - wireless  LCD projector on a stand, power cord and cable ready to be connected to a laptop computer  Screen for LCD projection  Free standing microphone in back center of room 5. Area to accommodate continental breakfast, served morning/afternoon breaks consisting of light refreshments for 40-50 participants to allow full participation through the scheduling of programs during meals/breaks for the 3 days. It is preferable to have the break refreshments available outside and adjacent to meeting room if possible, otherwise, it is to be set up at the back of meeting room. A continental breakfast is defined to include but not be limited to, cereal, fruit, pastries, breads, coffee, tea, milk, and juice. Light refreshments are defined to include, but not be limited to, coffee, tea, milk, juice, soft drinks, bagels, fruit, granola bars, pretzels, cookies, chips, or brownies. This procurement is being solicited as unrestricted and full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-3, Offeror Representations and Certification-Commercial Items (Nov 2006) --Offerors must include a completed copy of its provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representation and certifications electronically at https://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Mar 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (15), (16), (17), (18), (19), (25), (28) and (33). The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
