Description
Solicitation Justification and Approval for Other than Full and Open Competition This is a sole source synopsis for the acquisition of services prepared in accordance with the format in FAR 5, as supplemented with additional information included in this announcement. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the below named for more information regarding this posting, all correspondence shall be received no later than 31 August 2012 at 12:00 p.m. EST. The Air Force Office of Scientific Research (AFOSR), Arlington, VA, intends to negotiate a sole-source contract for Operations of DISS site located in Qaanaaq, Greenland to the Danish Meteorological Institute, Copenhagen Denmark. The attached sole source justification details the specific purpose and necessity for this acquisition. Description of services to be acquired: The contractor will operate and maintain the existing US government furnished Digital Ionospheric Sounding System (DISS or AN/FMQ-12 ionospheric sounder) in Qaanaaq 77o28'N 69o13'W, Greenland. At the conclusion of this contract, the contractor will dismantle the site; all US government Furnished equipment will remain the property of the US government. The contractor will provide the following resources and services: 1) Buildings and real estate suitable for the operation of the DISS. 2) Electrical power, approximately 1kW, required by the DISS. 3) Operate real time data networking and communications to provide regular, real-time updates and remote instrument access as required. 4) Routine periodic maintenance according to the DISS Technical Orders, including: a. Condition of the transmitter. b. Inspections of receive and transmit antennas. c. Cleaning of cooling fan filters. 5) Minor maintenance to receive and transmit antennas. 6) Change data recording media as required and mail to AFRL/RVBXI. 7) Assistance in diagnosing DISS failures by telephone, as required. Such actions include: a. Resetting equipment. b. Checking signal levels or diagnostic indicators to isolate faulty components. c. Replacement of faulty chassis or circuit cards with functional spares. 8) Return shipment of defective components to AFRL/RVBXI. 9) Assist AFRL with logistics associated with major repairs, installations and infrastructure upgrades. 10) Provide AFRL/RVBXI personnel or other contractor's access to site for major repairs or upgrade. 11) Provide copies upon request of any or all, raw or processed data gathered by the DISS in a form electronically compatible with AFRL/RV. 12) At the conclusion dismantle and return equipment and restore the site. Evaluation of Proposals: Award will be conducted under the provisions of FAR Part 13, Simplified Acquisition Procedures. The responsible offerors must be registered in the Certifications and Representations database (available at: http://orca.bpn.gov/) system per FAR 52.212-3. Offerors must also be registered in the System for Award Management (SAM)database (available at: http://www.sam.gov) per FAR. Lack of registration in SAM will qualify contractor as ineligible for award. All prospective offerors are responsible for monitoring this site for release of modifications (if any) or other information pertaining to this synopsis. All responsible sources may submit a request for information in response to this synopsis.
