- This announcement is being amended to clarify that the associated North Amercican Industrial Classication System (NAICS) code is 532420 with a size standard of $25 million. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate with GSA Schedule holder contractors for the open market items in combination with a GSA buy of a web-based postage service. It is the FBI's intent to obtain digital scales and repair services on an open market basis through a GSA schedule holder in order to provide continuity of services with the purchase of a web-based postage service. The FBI requires the service of a United States Postal Service (USPS) approved contractor to provide 24/7 web-based postage directly via a secure internet website. The FBI has a need to acquire a web-based postage, digital scales, USPS license, fees, supplies, and repair services utilizing GSA Schedule 36, "The Office, Imaging, and Document Solution, Special Item Number 50-163, Mail Processing Machines, Systems, and Related Software" for schedule and open market items. Interested parties shall be capable of providing services to include, but are not limited to weighing, calculating and printing of postage that can be physically affixed to each mail piece; obtaining all postage via the USPS Official Mail Accounting System (OMAS); providing postage tracking and activity in report form by each location and user; as well as digital scales, automated and timely postage rate increases, installation, training, USPS registration, licenses, fees, supplies, call center technical support and consolidated invoicing and is an approved contractor for USPS OMAS. All services, equipment, postage, supplies, etc., shall meet USPS regulations and be in full compliance with all regulations described in the most current issue of the USPS Domestic Mail Manual. Based on the market research conducted, it has been determined that both open market and schedule items can be obtained by a GSA Schedule 36 holder contractor. In an effort to prevent the risk of voiding the manufacturer's warranty and licenses, the Government has determined that it would be more advantageous to award to a single contractor for all services required. The web-based postage services, equipment, supplies and repairs shall be used at FBI Facilities nationwide. The contract term will be for a base year with four one year options. The associated North American Industrial Classification System (NAICS) code for this procurement is 532420 with a size standard of $25 million. The Request for Quote (RFQ) #2122126724 will be accessible for release on 8/20/12 through e-Buy, GSA's electronic RFQ system at www.ebuy.gsa.gov. Questions via e-Buy are due no later than 8/28/12 and RFQ shall close on 9/14/12. This is a notice of intent and not a request for competitive proposals. Interested parties able to provide required services are invited to identify their interest and ability to meet this requirement by submitting a quote via GSA ebuy. All other concern parties may submit a capability statement and pricing information for the requirement within 6 calendar days of this publication of this notice, to be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a separate competitive procurement.
